National Health Accounts(NHA) report for 2017-18 released

  • This is the fifth consecutive NHA report produced by National Health Systems Resource Centre (NHSRC), prepared by using an accounting framework based on the internationally accepted System of Health Accounts 2011, provided by the World Health Organization (WHO).
  • National Health Systems Resource Centre (NHSRC) comes under the Union Ministry of Health and Family Welfare.
  • The first report was released in 2013-14

Main Highlights of the Fifth Report

  • There has been an increase in the share of government health expenditure from 1.15% in 2013-14 to 1.35%  of the GDP in 2017-18. 
  • The share of Government Health Expenditure in total health expenditure has also increased from 28.6%in 2013-14 to 40.8% in 2017-18.
  • Government’s health expenditure as a share of total Government expenditure has increased from 3.78% to 5.12% between 2013-14 and 2017-18.
  • In per capita terms, the government health expenditure has increased from Rs 1042 to Rs.1753 between 2013-14 to 2017-18.
  • The share of primary healthcare in current government health expenditure has increased from 51.1% in 2013-14 to 54.7% in 2017-18.
  • The out-of-pocket expenditure (OOPE) as a share of total health expenditure has come down to 48.8% in 2017-18 from 64.2% in 2013-14.  The fall in out-of-pocket expenditure is a good sign as it indicates that government expenditure on health is increasing.

What is Out of Pocket Expenditure 

This indicator estimates how much are households in each country spending on health directly out of pocket.

The fall in out-of-pocket expenditure is a good sign as it indicates that government expenditure on health is increasing.

If the out-of-pocket expenditure increases then it indicates that the government expenditure on health is decreasing.

Government approves strategic disinvestment of Central Electronics Ltd.

  • The Union Government announced that it has approved the strategic divestment of Central Electronics Ltd (CEL) - a CPSE under the Department of Scientific and Industrial Research (DSIR).
  • This is the second strategic stake sale by the government after Air India.
  • The winning bid was by Nandal Finance and Leasing Ltd for Rs 210 crore.
  • The Alternative Mechanism (AM) on strategic disinvestment comprises Road Transport Minister Nitin Gadkari, Finance Minister Nirmala Sitharaman and Minister of State for Science and Technology Jitendra Singh.

About CEL:

  • It was established in 1974, with an objective to commercially exploit indigenous technologies developed by National Laboratories and R&D Institutions in the country.

Strategic Disinvestment

Under the Strategic disinvestment policy, the government will sell a substantial portion of the Government shareholding of a central public sector enterprise (CPSE) of up to 50%, or more, along with transfer of management control.

Government Policy on Strategic Disinvestment

The Government of India has grouped the  Central Public Sector Enterprises, Central Government Banks and Insurance companies into two sectors:

  • Strategic sectors: The presence of government companies will be bare minimum and others will be closed or merged with other public sector enterprises.

It will include:

  • Atomic energy, Space and Defence
  • Transport and Telecommunications
  • Power, Petroleum, Coal and other minerals
  • Banking, Insurance and financial services
  • Non- Strategic Sector: In this sector, CPSEs will be privatised, otherwise shall be closed.

  Government of India has set a disinvestment target of Rs 1.75 lakh crore for the financial year 2021-22.

Direct tax collection grew by 68%

  • According to the Union Minister of State of Finance ,the Net Direct Tax Collection figures for the FY- 2021-22 as on 23.11.2021 are at Rs 6,92,833.6 crore showing a growth of 67.93 percent and 27.29 percent over the net collection figures for the corresponding period FY 2020-21 and FY 2019-20.

Government of India Target for tax collection for 2021-22 

Government has set a tax collection target of Rs 22.2 lakh crores, an increase of 9.5% as compared to the last financial year 2020-21.

Out of this the target for Direct tax has been around Rs 11 lakh crore 

  • The target for personal Income tax is Rs 5.61 lakh cores 
  • The target for corporate tax collection is Rs 5.47 lakh crores

The target for Indirect tax collection is Rs 11.2 lakh crores.

  •  The target for Government share of GST Rs 6.30 lakh crore 
  • The target for excise duty collection is Rs 3.35 lakh crore 
  • The target for custom duty collection is Rs .1.36 lakh crore. 

RBI Supersede Reliance Capital Board

The Reserve Bank of India (RBI) on November 29 said it has superseded the board of Reliance Capital due to the defaults of the company in meeting various payment obligations.

Reliance Capital had defaulted on interest payments on loans worth Rs 624 crore drawn from Housing Development Finance Corporation (HDFC) and Axis Bank

Reliance Capital is a Non-Banking Financial Company(NBFC)  owned by Anil Ambani in the business of Insurance,Home Finance, broking etc.

RBI has appointed  Nageswar Rao Y, former executive director of Bank of Maharashtra as the Administrator of the Company.

RBI regulator of NBFC 

Under the Reserve Bank of India act 1934, RBI is the regulator of the NBFC(Non-Banking Finance Companies ) in India.

According to this act if the RBI is satisfied that in the ‘public interest’ or to prevent the affairs of an NBFC being conducted in a manner detrimental to the interest of the depositors or creditors, the board can be superseded for a maximum five years and an administrator can be appointed.

FIFA Club World Cup to be held in UAE in February 2022

World Football’s Governing Body announced that the FIFA Club World Cup which was initially set to be held in December 2021 - January 2022 in Japan, will now be held in the United Arab Emirates in February 2022.

Highlights:

  • The Club World Cup will run from February 3-12, featuring seven teams One is the host club team and six are the  champions of the six continental confederations. 
  • It includes the champion clubs of 
  • AFC Champions League (Asia), 
  • CAF Champions League (Africa),
  • CONCACAF Champions League (North America),
  • Copa Libertadores (South America), 
  • OFC Champions League (Oceania)
  • and UEFA Champions League (Europe)

The emergence of Omicron: “Weather a third Booster Jab or Not”

With the emergence of Omicron and its virulence yet uncertain, concerns have emerged about whether the third dose of COVID vaccines should be administered in India.

Key Highlights:

  • The United States and the United Kingdom have approved booster doses for all adults, six months after the completion of their second dose.
  • These recommendations build from research suggesting that two weeks after a booster, the chances of being protected from symptomatic COVID increase.

Israeli Study:

A study in Israel also suggests that immunity against infection dips noticeably in the six months after two doses of the Pfizer/BioNTech vaccine.
