Admiral R. Hari Kumar takes charge as the new Chief of Naval Staff

Admiral R Hari Kumar became the 25th Chief of Naval Staff succeeding Admiral Karambir Singh. Admiral Kumar was the commander of the Western Naval Command before he was made the Navy chief.

The Chief of Naval Staff, a four-star admiral commands the Navy.

Accidental Death and Suicided Report 2020

The National Crimes Records Bureau (NCRB) released its report on ‘Accidental Deaths and Suicides in India’ (ASDI) for 2020.

Highlights of the report:

  • The  road accidents and related deaths fell in the pandemic year, the number of deaths by suicides rose by 10% from 2019, taking the total figure to an all-time high of 1,53,052.
  • The coronavirus lockdown led to a fall in deaths caused by accidents. Accidental deaths fell by 11% from 2019 to 2020 to 374, 397, the lowest figure since 2009.
  • The number of deaths by suicide per lakh population in 2020 stands at 11.3%, up from 10.4% in 2019.
  • Daily wage earners made up the largest proportion of people who died by suicide in the country in 2020 at 24.6%, according to the ASDI report. 
  • Tamil Nadu was the state with the highest number of deaths by suicides among daily wage earners with 6,495, followed by Madhya Pradesh (4,945), Maharashtra (4,176), Telangana (3,831) and Gujarat (2,745).

National Crime Records Bureau(NCRB)

  • It is a government of India agency under the Ministry of Home Affairs. It is responsible for collecting and analysing the crime data as per the Indian Penal Code(IPC) and other laws.

Supreme Court to allow setting up of medical board for Jayalalitha Death inquiry

The Supreme Court said it will pass orders to allow the setting up of a medical board of AIIMS doctors to help Justice A. Arumugasamy Commission of Inquiry to gather the facts on the death of former Tamil Nadu Chief MinisterJayalalithaa at Apollo Hospital in Chennai in 2016.

  • Justice A. Arumughaswamy Commission of Inquiry was set up by the Tamilnadu Government in 2017 to inquire into the cause of death of the former Chief Minister of Tamilnadu J.Jayalalitha.
  • She died on 5 December 2016 at Apollo Hospital, Chennai.

Center appoints committee to review EWS criteria

The  Union Ministry of Social Justice and Empowerment has  appointed a three member committee to review the criteria for 10% reservation for Economically Weaker Sections (EWS) in educational institutions and government jobs in terms of the provisions of the Explanation to Article 15 of the Constitution (103rd Amendment) Act 2019.

 The  Central government gave an undertaking to the Supreme Court on a petition regarding EWS reservation in NEET(National Eligibility cum Entrance Test) to explain the reason behind fixing the criteria for EWS.

  • The panel members are 
  • Ajay Bhushan Pandey, former Finance Secretary 
  • V.K. Malhotra ; Member Secretary,Indian Council of Social Science Research, and 
  • Sanjeev Sanyal Principal Economic Adviser to the Government of India.

Constitutional Provision for Economically Weaker Section (EWS)

  • The 103 Constitutional amendment act 2019  provides  for reservation to Economically Weaker Section(EWS) 

The main points of this amendment act are as follows:

  • It amended article 15 and 16  and introduced a new clause  15(6), and  16(6) 
  • Article 15(6) provides for 10% reservation in government educational institutions for EWS.
  • Article  16(6) provides for 10% reservation in Public employment for EWS.
  • The act gives the central government power  to lay down the criteria for determining EWS.

 Current  Central government criteria for determining EWS

  • Currently, the EWS quota can be availed by persons with an annual gross household income of up to ₹8 lakh.

Who cannot avail the benefit of EWS 

  • However the families that own over 5 acres of agricultural land,
  •  a house over 1,000 square feet, 
  • a plot of over 100-yards in a notified municipal area or over a 200-yards plot in a non-notified municipal area.
  •  Persons belonging to communities that already have reservations such as Scheduled Castes, Scheduled Tribes and the "creamy layer" of Other Backward Classes are also not eligible for reservation under this quota.

Kerala accuses Tamilnadu of causing flood

Kerala government has accused Tamil Nadu of releasing 5000 cusecs of water to the Periyar River from Mullaperiyar reservoir, without any sufficient warning to Kerala, causing flood in Vallakadavu, Vandiperiyar, Chappathu and Upputhara area of Kerala.

The Mullaperiyar dam is built on river Periyar and is located in the Idukki district of Kerala but is controlled by Tamilnadu. In october 1886 an agreement was signed between the Maharaja of Travancore and British India on behalf of Madras Presidency for a 999 year lease of the dam to the Madras Presidency.  

After Independence Travancore's part of the treaty was inherited by Kerala and Madras Presidency part was inherited by  Tamilnadu.

Additional Information regarding Mullaperiyar Dam

Period of Construction – 1887-1895

Main reason behind Construction - To provide water to the arid rain shadow region of Tamil Nadu especially the districts of Theni, Dindigul, Madurai, Sivagangai, Ramanathapuram.

Protected wildlife areas around the dam – 

Periyar National Park 

  • It became a national Tiger park under project tiger in 2017
  • It is also an Elephant Reserve under Project Elephant from 2002.
  • Main wildlife:  Rare lion-tailed macaque(type of monkey), The Nilgiri langur, The common langur, and  Bonnet macaque

Type of Dam – Masonry Gravity Dam (Gravity dams use their weight and the force of gravity to support the reservoir and remain stable)

River: It is on the Periyar river.

“Back to work” scheme of Rajasthan Government for women

The Congress government ofRajasthan has come up with a unique scheme to provide regular employment to women who have had to quit their earlier jobs due to personal/family issues.

Key Highlights 

  • A unique Employment scheme was announced by Rajasthan Chief Minister Mr. Ashok Gehlot.
  • Name of the Scheme: “Back to Work”.
  • Aim: “To provide employment to 15,000 women in next three years”.
  • Priority will be given to the women who are divorcees, widows and victims to the violence.
  • Skill training programs will be organised by Rajasthan Corporate Limited to make women employable.
  • “Work from Home” opportunity will be provided to the women who are not able to go to a regular workplace.

Role of Stubble burning in Delhi Pollution

As per SAFAR (System of Air Quality and Weather Forecasting and Research) data, the average contribution of stubble burning in neighboring states of Punjab, Haryana and Western Uttar Pradesh  to Delhi’s PM 2.5 level in November was 14.6%,. The highest contribution of stubble burning to PM2.5 in Delhi for a day was 58% in 2018, 43% in 2019, and 46% in 2020. 

The number of effective fire counts in October­November (the stubble burning season) according to SAFAR data is around 77,000, the highest in four years.

Stubble Burning

Stubble Burning is the process of setting fire to the straw stubble that remains after grains like paddy and wheat are harvested. It is often preferred  by farmers because it’s cheaper and easier than other methods, helps to combat pests and also reduces soil nitrogen tie-up. But on the negative side it releases harmful particulate matter and greenhouse gases in the atmosphere causing severe AQI(Air Quality Index) deterioration in Delhi every winter during October –November.

Major pollutants in Delhi

Ozone (O3): Also referred to as ground-level ozone. This is a colorless gas that forms above the earth's surface and is created by a chemical reaction when two primary pollutants (volatile organic compounds (VOCs) and nitrogen oxides (NOx)) react in sunlight and stagnant air.

Particulate matter (PM10 and PM2.5): Particulate matter is a mixture of solid and liquid droplets suspended in air and are distinguished by their size. When the skies are hazy, it means there is a high concentration of particulate matter (PM) in the air. The PM is categorised as PM10 and PM 2.5. PM10 particles are less than or equal to 10 micrometers in diameter. Whereas, PM2.5 particles are less than or equal to 2.5 micrometers in diameter. 95% of emissions from diesel, petrol, and natural gas combustion, open waste burning, biomass burning, coal combustion, falls under PM2.5.

Nitrogen dioxide (NO2): Another dangerous air pollutant is a mixture of gases called nitrogen oxides. These groups of gases are odorless and react in the air to form particulate matter (PM) and ozone. Vehicles, power plants and fuel burning are the major source of nitrogen oxides.

Carbon monoxide (CO): This gas is highly toxic while at the same time being odorless and colourless. This gas constitutes one of the major outdoor pollutants. The burning of fossil fuels like diesel and petrol caused the emission of this gas.

Sulphur dioxide (SO2): The highly reactive gas called sulphur dioxide is released due to the burning of diesel in vehicles. The Sulphur dioxide then reacts with air to form particulate matter and also lead to smog.


SAFAR(System of Air Quality and Weather Forecasting and Research)

Under the scheme “Metropolitan Advisories for Cities for Sports, Tourism (Metropolitan Air Quality and Weather Services), Ministry of Earth Sciences (MoES), Govt. of India, has introduced a major national initiative, "System of Air Quality and Weather Forecasting and Research" known as "SAFAR" for greater metropolitan cities of India to provide location specific information on air quality in near real time and its forecast 1-3 days in advance for the first time in India. It is developed by Indian Institute of Tropical Meteorology, Pune, along with partner institutions namely India Meteorological Department (IMD) and National Centre for Medium Range Weather Forecasting (NCMRWF).

Uttarakhand government frees the temples from government control

The Uttarakhand Government took back the The Uttarakhand Char Dham Devasthanam Management Act, 2019 that sought to extend control over 51 temples in Uttarakhand  and have  been opposed tooth and nail by their seers and managements.

About Char-Dham

Char Dham means four religious places. Char Dham is located in Garhwal Himalayas range of Uttarakhand.  It is a circuit of hindu religious pilgrimage

Badrinath :

It is dedicated to Lord Vishnu. The head priest, or Rawal, is traditionally a Nambudri Brahmin chosen from Kerala. It is located in the Chamoli district of Uttarakhand

Gangotri

Indian Economy grew by 8.4% in July-September 2021-22(2nd Quarter)

The National Statistics Office, under the  Ministry of Statistics and Programme Implementation has released the economic data regarding the second quarter (July-September) of  2021-22.

Highlights  

  • The Gross Domestic Product( GDP)at constant price grew by 8.4 % as compared to the same period last financial year.
  • The Gross Domestic Product( GDP) at constant price  is estimated at ₹35.73 lakh crore, as against ₹32.97 lakh crore in Q2, 2020-21.
  • The  Quarterly  Gross Value Addition (GVA) at Basic Prices at Constant (2011-12) Prices in Q2 2021-22 is estimated at ₹32.89 lakh. crore, as against ₹30.32 lakh crore in Q2 2020-21, showing a growth of 8.5 percent.
  • In the first  quarter (April to June )2021,the GDP growth rate was 20.1%.
  • The growth rate in the first six month of the current financial year is 13.7 % .

The Caribbean island nation of Barbadosdeclared  itself a republic on 30 November,a move that coincides with the 55th anniversary of its independence from Britain.

The country of some 3,00,000 citizens is no longer a constitutional monarchy and will not pledge allegiance to the Queen of Britain.

On November 29, Barbados, once known as Little England, swore in its first President, Sandra Mason.

However, it will remain a part of the Commonwealth.

He took his 418 test wicket when he dismissed New Zealand player Tom Latham in the  first Test match played at Green Park Stadium, Kanpur, which ended in a draw.
