The Union government has appointed senior advocate R Venkataramani as the 15th Attorney General of India for a period of three years.
Venkataramani will succeed 91-year-old K K Venugopal, whose term will end on September 30.
The development comes days after senior advocate Mukul Rohatgi declined to become India's Attorney General.
The first Attorney General of India was MC Setalvad (1950-1963).

Qualification
The person who is appointed for the post of Attorney general shall have the same qualification as required to become the Judge of the Supreme Court of India.

He holds office at the pleasure of the President of India. It means he can be dismissed any time by the President.
Functions
He is the first law officer of the Government of India.
He gives legal advice to the President of India.
He can appear in any court of India on behalf of the government of India.
He is the only person apart from a minister who can participate in the proceedings of any house of the Parliament without being its member. However he cannot vote in the Parliament.

The Union Cabinet chaired by the Prime Minister, Narendra Modi on 28 September 2022 , has given its ex-post facto approval for a Memorandum of Understanding (MoU) between the Government of the Republic of India and the Republic of Bangladesh on withdrawal of upto 153 cusecs of water each by India and Bangladesh from common border river Kushiyara.
The Memorandum of Understanding (MoU) was signed on 6th September, 2022 between the Ministry of Jal Shakti, and Ministry of Water Resources, Government of the People’s Republic of Bangladesh during the visit of the Bangladesh Prime Minister Sheikh Hasina to India.
This MoU will enable Government of Assam to withdraw upto 153 cusecs of water from the common stretch of Kushiyara river during dry season (1st November to 31st May) for their consumptive water requirement.
A Joint Monitoring Team shall be set up by both the countries to monitor the withdrawal of water by each side during the dry season.
India and Bangladesh share 54 rivers including Ganges, Teesta, Manu, Muhuri, Khowai, Gumti, Dharla, Dudhkumar and Kushiyara and others.

The Government of India has appointed Lt General Anil Chauhan (Retired) as the next Chief of Defence Staff (CDS) who shall also function as Secretary to Government of India, Department of Military Affairs with effect from the date of his assumption of charge and until further orders.
The post of the CDS was vacant after the death of the first CDS, General Bipin Rawat, was killed in a helicopter crash on December 8, 2021. General Rawat took over the CDS post on 1 January 2020.
Lt Gen Anil Chauhan was commissioned into the 11 Gorkha Rifles of the Indian Army in 1981. He is an alumnus of the National Defence Academy, Khadakwasla and Indian Military Academy, Dehradun.

The Union Cabinet chaired by the Prime Minister Narendra Modi on 28 September 2022 has extended the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY-Phase VII) for a further period of 3 months, October to December 2022. The phase VI of the scheme was to end on 30 September 2022.
This will cover nearly 80 crore beneficiaries across India.
The government has extended the scheme keeping in mind the coming festival season so that there is no additional burden on the poor.
PMGKY is the world's largest food security programme which was launched in April 2020 to provide relief to the poor and migrant population suffering due to the corona -19 induced lockdown and the consequent hardship faced by them.

The Saudi King Salman has appointed the Crown Prince Mohammed bin Salman as the Prime Minister of the country, according to a royal decree published on 27 September 2022.
Prince Mohammed is already de facto ruler of the world’s largest oil exporter, and the appointment formalises his role as leader of the kingdom’s government.
The crown prince, known by his initials MBS, previously served as deputy prime minister as well as defence minister. He is being replaced as defence minister by his younger brother, Khalid bin Salman, who was deputy defence minister.

The Department of Telecommunications (DoT) has made the registration of the IMEI (International mobile equipment identity number) of all mobile phones mandatory before their first sale in India on its anti-counterfeit and lost handset blocking portal from January 1, 2023. This includes mobile handsets manufactured in India or imported.
The notification has been issued by the DoT under the Prevention of Tampering of the Mobile Device Equipment Identification Number (Amendment) Rules, 2022.
Significance of IMEI
Every mobile phone comes with a unique 15-digit IMEI number which serves as the unique ID of the device. Whenever a call is made from the phone, the IMEI number is displayed on the telecom network. This helps the law enforcement agencies to track a mobile phone which has been stolen or used by suspected criminals or terrorist. However, due to the presence of counterfeit devices with the same IMEI on telecom networks.it is becoming difficult for the law enforcement agencies to track the phone.
The government has launched the Central Equipment Identity Register (CEIR) project to block and trace lost or stolen mobile phones and added Indian Counterfeited Device Restriction (ICDR) system to curb proliferation of such handsets.

Rabies is a viral disease. This virus is present in the saliva of animals suffering from rabies such as dog, cat, monkey etc.
According to statistics, about 99 percent of cases in humans are caused by dog bites.
The time period between bites of an animal infected with rabies and the appearance of symptoms of rabies can range from four days to two years, or sometimes more.

The proposal regarding the establishment of 'Ranipur Tiger Reserve' was approved in the cabinet meeting held on September 27 under the chairmanship of Chief Minister Yogi Adityanath.

Ranipur Wildlife Sanctuary at Chitrakoot will be the first tiger reserve of Bundelkhand and the fourth tiger reserve of the state.
The tiger reserve will span across 53,000 hectares of land, including 30,000 hectares of buffer area and 23,000 hectares of core area which was already notified as Ranipur wildlife sanctuary in Chitrakoot district of the state.
Once the Ranipur Tiger Reserve is notified, it will become a part of Project Tiger of the Government of India.
After coming to the submerged area due to the formation of this Tiger Reserve, tigers will come here from Panna Tiger Reserve. They can be rehabilitated safely.
The cabinet has also decided to set up the Ranipur Tiger Conservation Foundation.
About Ranipur Tiger Reserve
Ranipur Wildlife Sanctuary is located on the UP-MP border in Chitrakoot and about 150 km from Panna Tiger Reserve in Madhya Pradesh.
Covered with northern tropical dry deciduous forests, this area is home to tigers, leopards, bears, spotted deer, sambar, chinkara and other mammals.
Established in 1977, it is one of the main attractions of Chitrakoot district of Uttar Pradesh.

The Indian Naval Ship, INS Sunayna participated in the capacity building exercise Operation Southern Readiness conducted by Combined Maritime Forces (CMF) at Seychelles from 24-27 September 2022.
This was the first time that an Indian Navy ship participated in CMF exercise.
A live demonstration on Visit Board Search & Seizure (VBSS) operations was also conducted onboard HMS Montrose led by the Seychelles Special forces with close support from the Indian Naval team.
The event was coordinated as part of the Distinguished Visitor's demonstration and witnessed by President Wavel Ramkalawan of the Republic of Seychelles.

In NASA's Dart space mission, the Dart spacecraft successfully collided with an asteroid in space on 27 September. The purpose of this mission was to change the direction and speed of the asteroid.
Important facts
NASA's spacecraft collided with the asteroid at a speed of 22500 kilometers per hour in space.
Through this test, NASA wanted to see whether the direction of an asteroid coming towards Earth could be changed or not.
The asteroid that the spacecraft collided with is named Dimorphos.
Dimorphos orbits around another asteroid, the asteroid Didymos.
The purpose of this program is to see that if a dangerous asteroid comes towards Earth, it can be destroyed or its direction can be diverted.
Now scientists will keep an eye on the speed and movement of the asteroid for the next two months, it will be calculated. Only after this will get accurate information about how successful NASA has been in trying to change the path of the asteroid.
NASA has recorded more than 8000 Near-Earth Objects (NEOs) around the Earth.
Some of these are larger than 460 feet in diameter, if they hit the earth, they can destroy many cities.

This is a technique that can prevent an asteroid from hitting the Earth.
Its purpose is to test a technology that can change the direction of incoming asteroids towards Earth.

The Central Government has declared the Popular Front of India (PFI) and its affiliates an unlawful association with immediate effect for a period of five years.
Important facts
The decision comes a day after the police conducted fresh raids in several states and detained more PFI activists.
In Delhi, 30 people have been detained by raids in Nizamuddin, Rohini district and Shaheen Bagh.
Last week, the National Investigation Agency and the Enforcement Directorate arrested 106 top PFI leaders and booked them on charges of money laundering and terror financing.
The PFI and its following affiliates have been banned – Rehab India Foundation, Campus Front of India, All India Imam Council, National Confederation of Human Rights Organisation, National Women Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala.

Minister of State for Home, Nityanand Rai said, since 2014 the government has taken practical steps in disaster response.
He said that Aapda Mitra Scheme is being implemented which has helped in involving the local people in disaster management.

National Disaster Management Authority (NDMA)
NDMA was established through the Disaster Management Act, 2005 and was constituted in Dec 2006.

The Ambassador of The Netherlands to India, Marten van den Berg, and Secretary, DPIIT, Anurag Jain, formally signed the Joint Statement on 27th September 2022.
It aims to serve as a platform for faster resolution of investment cases of Dutch companies operating in India.
Invest India, the National Investment Promotion and Facilitation Agency, is the executive body of bilateral FTMs.
The FTM will function in close collaboration between DPIIT, the concerned Ministries and Departments, Invest India and the Embassy of the Netherlands.
This mechanism will strengthen bilateral efforts to enhance mutual investment activities, as well as support and develop business cooperation between companies in the two countries.
Diplomatic relations between India and The Netherlands
The diplomatic relations between both countries were established in 1947.
Since then, the two countries have developed strong political, economic and commercial ties and various regional cooperations.
According to official Indian statistics, the Netherlands is the fourth largest foreign direct investor in India.
Between April 2000 and June 2022, the cumulative inflow of foreign direct investment from the Netherlands to India reached approximately US$ 42.3 billion.
In 2021-2022, the bilateral trade between the two countries stood at USD 17 billion.

India’s fertiliser companies- Coromandel International, Chambal Fertilizers and Indian Potash Limited signed an MoU with Canpotex, Canada on 27 September 2022.

The MoU was presented to Union Minister of Chemicals and Fertilizers Dr Mansukh Mandaviya, at Delhi.
As part of the MoU, Canpotex, Canada will supply 15 LMT of potash annually to Indian fertilizer companies for a period of 3 years.
This supply sharing is expected to improve fertilizer availability within the country and reduce the cost of fertilizers.
It is a significant step towards ensuring long-term fertiliser availability for the farming community.
The MOU will reduce both supply and price volatility and ensure stable long-term supply of Potassic fertilisers to India.
Significance of Potash
Potash is a source of potassium and is used directly as a combination of 'N' (nitrogen) and 'P' (potash) nutrients in MOP (Muriate of Potash) as well as NPK fertilizers.
India meets 100% of its potash requirement through imports.
India imports approximately 40 LMT MOP annually.

It is a joint venture between leading fertiliser players, Mosaic and Nutrien, and markets Potash being produced at Saskatchewan region in Canada.
Canpotex, Canada is one of the largest suppliers of potash globally, exporting approximately 130 LMT of potash annually.
It exports potash to more than 40 countries and is one of the major suppliers of potash to India.

On 28 September 2016, the Indian Army launched surgical strikes against terrorist camps situated in Pakistan-occupied Kashmir.
Eleven days after the Uri attack, in which 18 soldiers lost their lives, the Indian Army conducted surgical strikes on the intervening night of 28 and 29 September 2016, in which terrorists inflicted heavy losses.
The Indian Army, including commandos of various units of the Para (Special Forces) stationed in Jammu and Kashmir, raided several positions across the border.
With this action, India gave a befitting message that if needed, it can cross the border and attack terrorist hideouts.
What is a Surgical Strike?
A surgical strike or surgical operation is a military attack carried out only for the purpose of destroying a designated military target.
In a surgical strike, every effort is made to cause less damage to the surrounding construction, vehicles, buildings or other public.
Such an action requires tremendous coordination between the government, intelligence agencies and security forces.
India has conducted surgical strikes against insurgent groups in Myanmar in 2015 and terror launch pads along the Line of Control in Pakistan-occupied Kashmir in 2016.
