A candidate must be a citizen of India.

For other services

(a) a citizen of India, or 

(b) a subject of Nepal, or

Educational Qualification 

A candidate must hold a Graduate degree of any of the Universities incorporated by an Act of the central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.

Note: Candidates with professional and technical qualifications recognised by the government as equivalent to a professional and technical degree are also eligible for admission to the Civil Services Examination.

Each candidate who appears for the test and is otherwise qualified is given six (6) chances to attempt the CSE. However, candidates who fall under the SC/ST/OBC and PwBD categories and are otherwise qualified will be given relaxation on the number of attempts. SELECTION PROCESS FOR UPSC CIVIL SERVICES EXAMINATION 2023

The Selection process of Civil Services consists of following two stages:

  • Civil Services (Preliminary) Examination (Objective Type) for the selection of candidates for Civil Services (Main) Examination; and

  • Civil Services (Main) Examination (Written and Interview/Personality Test) for the selection of candidates for the various Services and posts.

For a clear understanding read the below-mentioned points:-

1. Preliminary Examination

The Examination shall comprise two compulsory Papers of 200 marks each. Candidates who have qualified in the Prelims round will only be called to attend the Mains round. 

2. Mains Examination and Interview

The mains round will consist of a written exam and an interview/personality test. The Written Examination will consist of 9 conventional essay papers, two of which will be qualifying in nature. Marks obtained for all compulsory papers (Paper-I to Paper-VII) as well as marks obtained in the Interview/Personality Test will be used to determine the ranking of the candidate.

Interview: The candidate will be interviewed by a Board who will have before them a record of the candidate’s career. The candidate will be asked questions on matters of general interest. The object of the Interview/Personality Test is to assess the personal suitability of the candidate for a career in public service by a Board of competent and unbiased observers. The Interview/Personality Test is intended to judge the mental calibre of a candidate. In broad terms, this is really an assessment of not only intellectual qualities but also social traits and interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, the balance of judgement, variety and depth of interest, ability for social cohesion and leadership, and intellectual and moral integrity. 

Note: The marks obtained in the Civil Services(Preliminary) Examination by candidates who are declared qualified for admission to the Civil Services(Main) Examination will not be counted in determining their final order of merit in this examination.

(i) Both the question papers will be of the objective type (multiple choice questions) and each will be of two hours duration. 

(ii) The General Studies Paper-II of the Civil Services (Preliminary) Examination also known as CSAT (Civil Services Aptitude Test) will be a qualifying paper with minimum qualifying marks fixed at 33%. 

(iii) The question papers will be set both in Hindi and English.

(iv) One-third (0.33) of the marks assigned to each question for which the candidate provided an incorrect answer will be deducted as a penalty.

  • Post-independence consolidation and reorganization within the country.  

  • History of the world will include events from 18th century such as industrial revolution, world wars, redrawal of national boundaries, colonization, decolonization, political philosophies like communism, capitalism, socialism etc.— their forms and effect on the society.  

  • Salient features of Indian Society, Diversity of India.  Role of women and women’s organization, population and associated issues, poverty and developmental issues, urbanization, their problems and their remedies.  

  • Effects of globalization on Indian society.  

  • Social empowerment, communalism, regionalism & secularism.  

  • Salient features of world’s physical geography.  Distribution of key natural resources across the world (including South Asia and the Indian subcontinent); factors responsible for the location of primary, secondary, and tertiary sector industries in various parts of the world (including India).  

  • Important Geophysical phenomena such as earthquakes, Tsunami, Volcanic activity, cyclone etc., geographical features and their location-changes in critical geographical features (including water-bodies and ice-caps) and in flora and fauna and the effects of such changes.

General Studies- II: Governance, Constitution, Polity, Social Justice and International relations. 

  • Indian Constitution—historical underpinnings, evolution, features, amendments, significant provisions and basic structure.  

  • Functions and responsibilities of the Union and the States, issues and challenges pertaining to the federal structure, devolution of powers and finances up to local levels and challenges therein.  

  • Separation of powers between various organs dispute redressal mechanisms and institutions.  

  • Comparison of the Indian constitutional scheme with that of other countries.  

  • Parliament and State legislatures—structure, functioning, conduct of business, powers & privileges and issues arising out of these.

General Studies- IV: Ethics, Integrity and Aptitude

This paper will include questions to test the candidates’ attitude and approach to issues relating to integrity, probity in public life and his problem solving approach to various issues and conflicts faced by him in dealing with society. Questions may utilise the case study approach to determine these aspects. The following broad areas will be covered:  

  • Ethics and Human Interface: Essence, determinants and consequences of Ethics in-human actions; dimensions of ethics; ethics - in private and public relationships. Human Values - lessons from the lives and teachings of great leaders, reformers and administrators; role of family society and educational institutions in inculcating values. 

  • Attitude: content, structure, function; its influence and relation with thought and behaviour; moral and political attitudes; social influence and persuasion.  Aptitude and foundational values for Civil Service, integrity, impartiality and non-partisanship, objectivity, dedication to public service, empathy, tolerance and compassion towards the weaker-sections.  

  • Emotional intelligence concepts, and their utilities and application in administration and governance.

  • Contributions of moral thinkers and philosophers from India and world.  

  • Public/Civil service values and Ethics in Public administration: Status and problems; ethical concerns and dilemmas in government and private institutions; laws, rules, regulations and conscience as sources of ethical guidance; accountability and ethical governance; strengthening of ethical and moral values in governance; ethical issues in international relations and funding; corporate governance.

Q. How many vacancies are there in UPSC CSE 2023?

A. A total of 1105 seats are going to be filled this year through UPSC Civil Services Examination 2023. 


Q. What is the eligibility for the Civil Services Examination?

A. Candidates must be a graduate and should be in between 21 to 32 years of age for appearing in the examination.


Q. Is the civil service exam challenging?

A. Every year, thousands of applicants attempt the UPSC preliminary exam, but only 25% of them pass. Only 15% of them passed the mains exam, which is significantly less. At the interview stage, however, the success rate is quite high. Less than 1% of candidates overall pass the UPSC exam.


Q. When will the civil services preliminary examination take place?

A. The Union Public Service Commission will conduct the civil services preliminary examination 2023 on 28th May 2023.


Q. How many attempts for civil service examination are permitted?

A. A general category candidate can currently take the civil services examination six times and with a maximum age of 32 years old.


Q. What are the passing marks for the civil service exam?

A. To pass the examination candidates must appear in both Prelims and Mains examinations:-

Preliminary examination:- Candidates must secure 33% marks, which may vary from year to year also this round is qualifying in nature. Those who qualify in this round will be able to appear in the mains examination.

Mains+ Interview:- To get selected candidates must score 975+ marks in this round.
