The Department of Telecommunications(DoT)under the Ministry of Communication has directed the telecom communication (telcos) to store data on international calls, satellite phone calls, conference calls and messages over normal networks and on the Internet for a period ofat least two years.

• This follows the DoT amendment in the unified telecom licence in December which mandated the storage of call data as well as internet log data to 2 years from the previous one year.
• The latest directive includesvoicemail, audiotex and unified messaging service.
• The telecom companies which hold unified licenses in India are Vodafone-Idea, Reliance Jio, Airtel and BSNL. They have been ordered by the government to keep the record for two years and after that they can destroy the data . 
• But they will have to keep the data for a longer period if the government orders them to do so in the name of national security.,

• यह दिसंबर में एकीकृत दूरसंचार लाइसेंस में दूरसंचार विभाग द्वारा संशोधन का अनुसरण करता है, जिसने कॉल डेटा के साथ-साथ इंटरनेट लॉग डेटा के भंडारण की अवधि को पिछले एक वर्ष से बढ़ा कर 2 वर्ष की अवधि तक अनिवार्य कर दिया था ।
• नवीनतम निर्देश में वॉयसमेल, ऑडियोटेक्स और यूनिफाइड संदेश सेवा शामिल हैं।
• भारत में एकीकृत लाइसेंस रखने वाली दूरसंचार कंपनियां वोडाफोन-आइडिया, रिलायंस जियो, एयरटेल और बीएसएनएल हैं|

The Supreme Court on 28 January 2022 delivered its judgement on the issue relating to the reservation in promotions for Scheduled Caste and Scheduled Tribes .

A three judge bench of Justice  L Nageswara Rao, Sanjiv Khanna and B R Gavai gave its judgement on a petition by the Central and State government  to settle the confusion regarding the norms for reservation in promotion for Scheduled Caste(SC) and Scheduled Tribes(ST) .

The main points of the judgement are as follows:

1. The court cannot lay any yardstick to determine the inadequacy  of representation of Scheduled Caste and Scheduled Tribe in the services of the states.
2. It is the duty of the State to collect the  quantifiable data  before providing for reservation in promotion for SC/ST employees.
3. Cadre  should be the unit for the collection of quantifiable data for reservation. The collection cannot be with respect to the entire class/group, but it should be relatable to the Grade/Category of post to which promotion is sought. 
4.  It also held that collection of information regarding inadequacy of representation of SCs and STs cannot be with reference to the entire service or ‘class’/‘group’ but it should be relatable to the grade/category of posts.
5. It  also declared that the Supreme Court judgement in the  M Nagaraj case 2006 , which had laid down conditions like collections of quantifiable data, adequacy of representation and overall impact on efficiency of administration, for granting reservations in promotion in government would be applied prospectively.
6. The court also declared  the judgement of the Supreme Court  in the B K  Pavitra II 2019 case, which had allowed the collection of data on the basis of groups not cadres, as null and void.

सुप्रीम कोर्ट ने 28 जनवरी 2022 को अनुसूचित जाति और अनुसूचित जनजातिके लिए पदोन्नति में आरक्षण से संबंधित मुद्दे पर अपना फैसला सुनाया | 

न्यायमूर्ति एल नागेश्वर राव, न्यायमूर्ति संजीव खन्ना और न्यायमूर्ति बी आर गवई की तीन न्यायाधीशों की पीठ ने अनुसूचित जाति (एससी) और अनुसूचित जनजातियों (एसटी) के लिए पदोन्नति में आरक्षण के मानदंडों के बारे में भ्रम को दूर करने के लिए केंद्र और राज्य सरकार की याचिका पर अपना फैसला सुनाया।

फैसले के मुख्य बिंदु इस प्रकार हैं:

1. न्यायालय राज्यों की सेवाओं में अनुसूचित जाति और अनुसूचित जनजाति के प्रतिनिधित्व की अपर्याप्तता निर्धारित करने के लिए कोई मापदंड नहीं रख सकता है।

2. अनुसूचित जाति/अनुसूचित जनजाति के कर्मचारियों के लिए पदोन्नति में आरक्षण प्रदान करने से पहले मात्रात्मक आंकडे़ एकत्र करना राज्य का कर्तव्य है।

3. संवर्ग आरक्षण के लिए मात्रात्मक आंकड़ों के संग्रह के लिए इकाई होना चाहिए। संग्रह पूरे वर्ग / समूह के संबंध में नहीं हो सकता है,   लेकिन यह उस ग्रेड / श्रेणी के पद से संबंधित होना चाहिए जिसके लिए पदोन्नति की मांग की जाती है। 

4. इसमें यह भी कहा गया है कि अनुसूचित जातियों और अनुसूचित जनजातियों के प्रतिनिधित्व की अपर्याप्तता के बारे में जानकारी का संग्रह पूरी सेवा या 'वर्ग' / 'समूह' के संदर्भ में नहीं हो सकता है, लेकिन यह ग्रेड / श्रेणी के पदों से संबंधित होना चाहिए।

5. इसने यह भी घोषणा की कि एम नागराज मामले 2006 में उच्चतम न्यायालय के फैसले, जिसमें सरकार में पदोन्नति में आरक्षण देने के लिए मात्रात्मक आंकड़ों के संग्रह, प्रतिनिधित्व की पर्याप्तता और प्रशासन की दक्षता पर समग्र प्रभाव जैसी शर्तें निर्धारित की गई थीं, को संभावित रूप से लागू किया जाएगा।

6. अदालत ने 2019 के बी के पवित्रा II  मामले में सुप्रीम कोर्ट के फैसले को भी अमान्य घोषित किया, जिसने कैडर नहीं, समूहों के आधार पर आंकड़े एकत्र करने की अनुमति दी थी|

Finance Secretary signs one rupee note in India.

• Under Section 22 of the Reserve Bank of India Act, The Finance Secretary, RBI has the power to issue currency notes of different denominations except one rupee notes.
• The one rupee note is issued by The Finance Ministry and has The Finance Secretary's signature, while the other notes have the signature of the RBI Governor.

• In a significant judgement the Supreme Court on 28 January 2022 has  set aside the Maharashtra Assembly's decision to suspend 12 legislators of the Bharatiya Janata Party (BJP) for a one-year period beginning July 5, 2021.

OTHER IMPORTANT FACTS 

• A bench headed by Justice A M Khanwilkar said the MLAs cannot be suspended beyond the session.
• The apex court held that the suspension beyond the remainder of the session of the Assembly was  substantially unconstitutional and irrational.
• Reinstating them, the court held that the resolutions passed by the Maharashtra Legislative Assembly were illegal and it was beyond the powers of the assembly . 
• The court held that the suspended 12  MLAs will now be entitled to all consequential benefits after the conclusion of the session in July, last year.
• The legislators were suspended for a year for allegedly misbehaving with Bhaskar Jadhav, the presiding officer in the Assembly.
