The 10th India-Brazil-South Africa Dialogue Forum (IBSA) Trilateral Ministerial Commission meeting was held in New York 21 September. 

• The meeting was chaired by External Affairs Minister Dr S Jaishankar.
• Minister of Foreign Affairs of Brazil, Carlos Alberto Franco França and Minister of Health of South Africa, Dr Joe Phaahla were also present during the meeting.
• The Ministers reviewed the entire gamut of IBSA cooperation.
• The aspirations of African countries to have a permanent presence on the UN Security Council were endorsed by the ministers.
• They also supported the efforts of India and Brazil to obtain permanent membership in the Security Council.
• India will host the sixth IBSA summit on the sidelines of the G20 summit in November this year.

• They held discussions on regional issues like the African Union, the Middle East peace process, and the situation in Ukraine.

About IBSA Trilateral Ministerial Commission :

• It is a trilateral, developmental initiative between India, Brazil and South Africa to promote South-South cooperation and exchange.
• This grouping was formally renamed the IBSA Dialogue Forum when the foreign ministers of the three countries met in Brasilia (Brazil) on 6 June 2003 and issued the Brasilia Declaration.

First Advance Estimates of production of major Kharif crops for 2022-23 have been released by the Ministry of Agriculture and Farmers Welfare on 21 September.

• According to the Agriculture and Farmers Welfare ministry, foodgrain production of 149.92 million tonnes is estimated in the kharif season.
• It is higher by 6.98 million tonnes than the average foodgrain production of previous five years’ from 2016-17 to 2020-21.
• The total production of Kharif rice during 2022-23 is estimated to be 104.99 million tonnes, an increase of 4.40 million tonnes over the last five years.
• Maize production in the country is estimated to be a record 23.10 million tonnes during 2022-23, which is higher by 3.21 million tonnes than the average maize production of 19.89 million tonnes.
• The production of Kharif nut/coarse cereals is estimated at 36.56 million tonnes, which is higher by 2.92 million tonnes than the average production of 33.64 million tonnes.

The Maharashtra government has decided to float fresh global tenders for the redevelopment of Asia's largest slum Dharavi in 600 acres of prime land in the heart of the country's commercial capital Mumbai.

• New global tenders for Dharavi redevelopment will be invited in the next two-three weeks.
• About 95% of the conditions, norms and concessions will be the same as before.

IMPORTANT FACTS -

Dharavi Redevelopment Project :

• The state of Maharashtra had envisaged converting this project with better urban infrastructure.
• This involved resettling 68,000 people, including those in slums and commercial establishments.
• The state had to provide 300 square feet of houses free of cost to the residents there with proof that their slum structure was in existence before January 1, 2000.
• The project was started in 2004 but due to various reasons it could not take off.

About Dharavi :

• Known as one of the largest slums in the world, Dharavi is located in the heart of India's financial capital Mumbai.
• A city within a city, it is an endless stretch of narrow dirty streets, open sewers and cramped huts.
• Although this area of 535 acres is owned by the government, the houses are maintained by the people living there.
• Dharavi Slum came into existence in 1884.
• At that time when people came to Mumbai, they did not have a place to live, they made their houses on government land and started living here and gradually it became a huge slum area.
• It is the largest slum in Asia in terms of population.

• धारावी पुनर्विकास के लिए नई वैश्विक निविदाएं अगले दो-तीन सप्ताह में आमंत्रित की जाएंगी।

धारावी पुनर्विकास परियोजना: 

• महाराष्ट्र राज्य ने इस परियोजना को बेहतर शहरी बुनियादी ढांचे के साथ परिवर्तित करने की परिकल्पना की थी।
• इसमें झुग्गी-झोपड़ियों और व्यावसायिक प्रतिष्ठानों वाले लोगों सहित 68,000 लोगों को फिर से बसाना शामिल था।
• राज्य को वहां के निवासियों को 300 वर्ग फुट के घर मुफ्त में इस सबूत के साथ उपलब्ध कराने थे कि उनकी झुग्गी संरचना 1 जनवरी 2000 से पहले अस्तित्व में थी।
• इस परियोजना की शुरुआत 2004 में हुई थी, लेकिन विभिन्न कारणों से यह धरातल पर नहीं उतर सकी।

धारावी के बारे में: 

• दुनिया की सबसे बड़ी मलिन बस्तियों में से एक के रूप में जाना जाने वाला धारावी, भारत की वित्तीय राजधानी मुंबई के केंद्र में स्थित है।
• एक शहर के भीतर एक शहर, यह संकरी गंदी गलियों, खुले सीवरों और तंग झोपड़ियों का एक अंतहीन खंड है।
• यद्यपि 535 एकड़ का यह क्षेत्र सरकार के स्वामित्व में है लेकिन घरों का रखरखाव वहां रहने वाले लोगों द्वारा किया जाता है।

The Government launched a Joint Convergence Portal for various schemes of the Ministry of Food Processing and Agriculture on 21st September.

Important Facts: 

• The portal has been jointly launched by the Ministry of Agriculture and Farmers Welfare (MoAFW) and the Ministry of Food Processing Industries (MoFPI).
• The portal has been launched between the Agriculture Infrastructure Fund (AIF), Pradhan Mantri Micro Food Processing Enterprises (PMFME) Yojana and Pradhan Mantri Kisan Sampada Yojana (PMKSY).
• The portal was launched in the presence of Union Agriculture Minister Narendra Singh Tomar, Union Food Processing Industries Minister Pashupati Kumar Paras and Minister of State for Agriculture and Farmers Welfare Kailash Chaudhary.
• This initiative is going to add a new chapter in the life of micro units engaged in food processing.

Agriculture Infrastructure Fund

• It was launched in 2020 as a stimulus package against the Covid-19 crisis.
• Its objective is to facilitate medium-long-term debt financing for investment in viable projects for post-harvest infrastructure management and community farm assets.

Pradhan Mantri Micro Food Processing Enterprises (PMFME) Yojana

•  The Ministry of Food Processing launched the Centrally Sponsored PMFME Scheme on June 29, 2020.
• Its objective is to enhance the competitiveness of existing individual micro enterprises in the unorganized sector of the food processing industry and to promote formalization of the sector.
• Under this scheme, financial, technical and commercial assistance is provided for the up-gradation of micro food processing enterprises in the country.

Pradhan Mantri Kisan Sampada Yojana

• It is a Central Sector Scheme of the Ministry of Food Processing Industries.
• The objective of the scheme is to create modern infrastructure with efficient supply chain management from farm gate to retail outlet.

सरकार ने 21 सितंबर 2022 को खाद्य प्रसंस्करण और कृषि मंत्रालय की विभिन्न योजनाओं के लिए एक ‘संयुक्त कन्वर्जेंस पोर्टल’ शुरू किया है।

कृषि अवसंरचना कोष:

• इसे 2020 में कोविड-19 संकट के विरुद्ध  प्रोत्साहन पैकेज के रूप में शुरू किया गया था।
• इसका उद्देश्य फसल के उपरांत बुनियादी ढाँचा प्रबंधन और सामुदायिक कृषि परिसंपत्तियों के लिये व्यवहार्य परियोजनाओं में निवेश हेतु मध्यम-लंबी अवधि के ऋण वित्तपोषण की सुविधा प्रदान करना है।

प्रधान मंत्री सूक्ष्म खाद्य प्रसंस्करण उद्यम (पीएमएफएमई) योजना:

• खाद्य प्रसंस्करण मंत्रालय ने 29 जून, 2020 को केंद्र प्रायोजित पीएमएफएमई योजना शुरू की।
• इसका उद्देश्य खाद्य प्रसंस्करण उद्योग के असंगठित क्षेत्र में मौजूदा व्यक्तिगत सूक्ष्म उद्यमों की प्रतिस्पर्द्धात्मकता को बढ़ाना और क्षेत्र की औपचारिकता को बढ़ावा देना है।
• इस योजना के तहत देश में सूक्ष्म खाद्य प्रसंस्करण उद्यमों के उन्नयन के लिए वित्तीय, तकनीकी और व्यावसायिक सहायता प्रदान की जाती है।

प्रधानमंत्री किसान संपदा योजना:

• यह खाद्य प्रसंस्करण उद्योग मंत्रालय की एक केंद्रीय क्षेत्र की योजना है।
• इस योजना का उद्देश्य फार्म गेट से रिटेल आउटलेट तक कुशल आपूर्ति श्रृंखला प्रबंधन के साथ आधुनिक बुनियादी ढांचे के निर्माण करना है।

The Union Cabinet on September 21 approved the second phase of the Rs 19,500 crore Generation Based Incentive (PLI) scheme for the National Program for High Efficiency Solar PV Modules.

Important facts

• It aims to create an ecosystem for manufacturing high efficiency solar PV modules.
• Solar PV manufacturers to be selected through a transparent selection process. 
• Under this, about 65 thousand MW manufacturing capacity of fully and partially integrated solar PV modules will be installed annually.
• This scheme will bring direct investment of about Rs.94 thousand crore and will provide direct employment to about 2 lakh people and indirect employment to about eight lakh people.

Production Linked Incentive (PLI) scheme

• It is an initiative that provides incentives to domestic industries to promote production at the local level.
• Through this scheme, the government aims to incentivize companies to increase the sales of manufactured products in domestic units.
• The objective of the scheme is to make domestic manufacturing globally competitive and to become a global champion in manufacturing.
• The government has launched this scheme with an outlay of around Rs 2 lakh crore for 14 sectors including Automobiles and Auto Components, White Goods, Pharma, Textiles, Advanced Chemistry Cell and Specialty Steel.

केंद्रीय मंत्रिमंडल ने 21 सितंबर 2022 को उच्च दक्षता वाले सौर पीवी मॉड्यूल के राष्ट्रीय कार्यक्रम के लिए 19,500 करोड़ रुपए की उत्पादन आधारित प्रोत्साहन (पीएलआई) योजना के दूसरे चरण को मंजूरी दे दी।

महत्वपूर्ण तथ्य-

• इसका उद्देश्य उच्च दक्षता वाले सौर पीवी मॉड्यूल के निर्माण के लिए एक पारिस्थितिकी तंत्र का निर्माण करना है।
• पारदर्शी चयन प्रक्रिया के माध्यम से सोलर पीवी निर्माताओं का चयन किया जाएगा।
• इसके तहत पूर्ण एवं आंशिक रूप से एकीकृत सोलर पीवी मॉड्यूल की लगभग 65 हजार मेगा वाट निर्माण क्षमता प्रतिवर्ष स्थापित की जाएगी।
• यह योजना लगभग 94 हजार करोड़ रुपये का प्रत्यक्ष निवेश लाएगी और लगभग 2 लाख लोगों के लिए प्रत्यक्ष रोजगार और लगभग आठ लाख लोगों को अप्रत्यक्ष रोजगार प्रदान करेगी।

• इस योजना के माध्यम से सरकार का लक्ष्य घरेलू इकाइयों में निर्मित उत्पादों की बिक्री में वृद्धि पर कंपनियों को प्रोत्साहन देना है।

The Union Minister for Finance Nirmala Sitharaman launched Bharat Vidya.in, an online learning platform for Oriental and South Asian studies, in Pune, on 21 September 2022.

• It is a first-of-its-kind online platform, which will offer both free and paid courses covering various aspects of Indology pertaining to art, architecture, philosophy, language and science.

The Defence Accounts Department of the Union Ministry of Defence signed a Memorandum of Understanding (MoU) with Bank of Baroda and HDFC Bank, to onboard them as Service Centers under the System for Pension Administration (defence) (SPARSH) initiative on 21 September 2022.

• Now defence pensioners having accounts with these banks can get their pension directly in their account.
• Speaking on the occasion the defence secretary Dr Ajay Kumar said that the objective is to bring 17 Lakh pensioners out of the total 32 lakh defence pensioners on SPARSH by the end of September, 2022 and the remaining pensioners will be brought to SPARSH at the earliest.
• He said that the average time in pension settlement has come down significantly to about 16 days.

System for Pension Administration (SPARSH): 

• SPARSH is a web-based system for processing the pension claims and crediting the pension directly into the bank accounts of defence pensioners without any external intermediary. 
• This system is administered by the Defence Accounts Department through the Principal Controller of Defence Accounts (Pensions), Prayagraj and caters to all the three Services and allied organizations.

केंद्रीय रक्षा मंत्रालय के रक्षा लेखा विभाग ने 21 सितंबर 2022 को पेंशन प्रशासन प्रणाली (रक्षा) (स्पर्श) पहल के तहत सेवा केंद्रों के रूप में उन्हें शामिल करने के लिए बैंक ऑफ बड़ौदा और एचडीएफसी बैंक के साथ एक समझौता ज्ञापन (एमओयू) पर हस्ताक्षर किए।

• अब इन बैंकों में खाता रखने वाले रक्षा पेंशनभोगी सीधे अपने खाते में पेंशन प्राप्त कर सकते हैं।
• इस अवसर पर बोलते हुए रक्षा सचिव डॉ अजय कुमार ने कहा कि सितंबर, 2022 के अंत तक कुल 32 लाख रक्षा पेंशनरों में से 17 लाख पेंशनभोगियों को स्पर्श पर लाने का लक्ष्य है और शेष पेंशनभोगियों को जल्द से जल्द स्पर्श में लाया जाएगा।
• उन्होंने कहा कि पेंशन निपटान में औसत समय काफी कम होकर करीब 16 दिन रह गया है।

पेंशन प्रशासन प्रणाली (स्पर्श): 

• स्पर्श पेंशन दावों को संसाधित करने और बिना किसी बाहरी मध्यस्थ के सीधे रक्षा पेंशनभोगियों के बैंक खातों में पेंशन जमा करने के लिए एक वेब-आधारित प्रणाली है। इसे एक ऑनलाइन पोर्टल के माध्यम से रक्षा पेंशनरों को उनके पेंशन खाते का एक पारदर्शी मंच देने के लिए डिज़ाइन किया गया है।

The “India Hypertension Control Initiative” has won the United Nations” 2022 UN Interagency Task Force, and WHO Special Programme on Primary Health Care Award”. This information was tweeted by Union Minister for Health and Family welfare Mansukh Mandaviya on 21 September 2022.

• The award was announced in New York, United States on 21 September 2022.
• The award recognizes outstanding commitment and action of India to: (i) prevent and control Non-Communicable Diseases (NCDs) and (ii) deliver integrated people-centric primary care.
• The India Hypertension Control Initiative was launched in 2017. It is a collaborative initiative of the Union Ministry of Health and Family Welfare, Indian Council of Medical Research (ICMR), State Governments and World Health Organization-India.
• Under the initiative, more than 34 lakh people with hypertension in 130 districts of 23 states are taking treatment in government health facilities.

Important Point:  

• Every year 17 May is observed as World Hypertension Day to bring awareness and attention to this silent epidemic.
• The theme of the world hypertension day 2022 is “Measure your blood pressure, control it, live longer.
• Hypertension is a disease characterized by high blood pressure persistently being recorded in the range of 140/90 or more.  
• The normal healthy human’s ideal blood pressure shall be 120/80.

Prime Minister Narendra Modi was given  a copy of the Braille version of Assamese Dictionary ‘Hemkosh' from Jayanta Baruah in New Delhi on 21 September 2022.

• Assam Chief Minister Himanta Biswa Sarma and Union Minister for Ports, Shipping and Waterways AYUSH Sarbananda Sonowal were also present at the occasion.
• Hemkosh is the first etymological dictionary of the Assamese language based on Sanskrit spellings. It was compiled by Hemchandra Baruah in the 19th century.
• The Braille version ‘Hemkosh’ was conceptualized and published by Jayanta Baruah.

Braille system:  

• Braille is a universally accepted system of writing used for visually io six raised dots arranged in a six-position matrix or cell. 
• Tmpaired persons. It consists of 63 characters, each made of one these characters are embossed in a line on paper and a person reads it by passing the fingers lightly over the manuscript. 
• It was invented by Louis Braille in 1824 in Paris.

According to the Chief economic Advisor, V Anantha Nageswaran, the India economy will grow at a sustained rate of 7% in 2023 and for the rest of the decade.

PM Modi chaired a meeting of the Board of Trustees of the PM CARES Fund on September 20. 

Important Facts: 

• A presentation was made in the meeting on various initiatives taken with the help of the PM Cares Fund, including the PM Cares for Children scheme, which is helping four thousand three hundred 45 children.
• The Trustees appreciated the role played by this fund created at a crucial time for the country.
• It was discussed in the meeting that PM CARES has a great vision to respond effectively to emergency and crisis situations not only through relief assistance but also through mitigation measures and capacity building.
• The meeting was attended by Union Home Minister Amit Shah, Finance Minister Nirmala Sitharaman, newly appointed trustee of former Supreme Court Justice KT Thomas, former Deputy Speaker of Lok Sabha Karia Munda and Tata Sons Honorary Chairman Ratan Tata.

About PM CARES Fund

• Established - March 2020
• It is registered as a Public Charitable Trust.

Objective: 

• To work for the development of infrastructure along with economic and technical assistance to the people in case of any kind of natural or human calamity in the country.

Composition:  

• The Prime Minister is the ex-officio chairman of the PM CARES Fund and the Union Defence Minister, Home Minister and Finance Minister are the ex-officio trustees of the fund.
• The Chairman of the Board of Trustees shall have the power to nominate three trustees to the Board of Trustees.

Funding: 

• The fund consists entirely of voluntary contributions from individuals/organisations and does not receive any government budgetary support.

Exemptions: 

• Donations to the fund are 100% exempt under section 80G of the Income Tax Act, 1961.
• Donations to this fund will also be counted as Corporate Social Responsibility (CSR) expenditure under the Companies Act, 2013.

• बैठक में भारत के पूर्व नियंत्रक व महालेखा परीक्षक राजीव महर्षि, इंफोसिस फाउंडेशन की पूर्व अध्यक्ष सुधा मूर्ति और इंडी कोर्प्स और पीरामल फाउंडेशन के पूर्व कार्यकारी अधिकारी आनंद शाह को पीएम केयर्स फंड के सलाहकार बोर्ड में मनोनीत करने का फैसला लिया गया।

पीएम केयर्स फंड के बारे में:

• स्थापित - मार्च 2020
• इसे पब्लिक चैरिटेबल ट्रस्ट के रूप में पंजीकृत किया गया है।

उद्देश्य: 

• देश में किसी भी प्रकार की प्राकृतिक या मानवीय आपदा आने पर लोगों को आर्थिक और तकनीकी सहायता से साथ आधारभूत संरचना के विकास के लिए काम करना। 

संयोजन: 

• प्रधान मंत्री पीएम केयर्स फंड के पदेन अध्यक्ष हैं और केंद्रीय रक्षा मंत्री, गृह मंत्री और वित्त मंत्री फंड के पदेन ट्रस्टी हैं।
• न्यासी बोर्ड के अध्यक्ष के पास न्यासी बोर्ड में तीन न्यासी नामित करने की शक्ति होगी।

अनुदान: 

• फंड में पूरी तरह से व्यक्तियों/संगठनों से स्वैच्छिक योगदान होता है और इसे कोई सरकारी बजटीय सहायता नहीं मिलती है।

छूट: 

• फंड में दान पर आयकर अधिनियम, 1961 की धारा 80G के तहत 100% छूट प्राप्त है।
• कंपनी अधिनियम, 2013 के तहत इस फंड में दिए गए दान को कॉर्पोरेट सामाजिक उत्तरदायित्व (सीएसआर) व्यय के रूप में भी गिना जाएगा।

Valery Polyakov, the Soviet cosmonaut who set the record for the longest single stay in space, has died at age 80. 

Important facts

• Polyakov's record of 437 days in space began on January 8, 1994.
• While aboard Mir, he orbited the Earth more than 7,000 times, before returning to Earth on March 22, 1995.
• Prior to this, Polyakov had spent 288 days in space on a mission in 1988-89.
• This was his first mission into space, he returned to Earth in the year 1989 after 8 months.
• The cause of death was not given in the announcement by the space agency Roscosmos.

• पॉलाकोव का अंतरिक्ष में 437 दिनों का रिकॉर्ड 8 जनवरी, 1994 को शुरू हुआ।
• 22 मार्च, 1995 को पृथ्वी पर लौटने से पहले, मीर पर सवार होने के दौरान, उन्होंने 7,000 से अधिक बार पृथ्वी की परिक्रमा की।
• इससे पहले, पॉलाकोव ने 1988-89 में हुए एक मिशन पर 288 दिन अंतरिक्ष में बिताए थे।

International Day of Peace is celebrated globally on 21 September.

Important Facts: 

• The day is dedicated by the United Nations General Assembly to strengthen the ideals of peace through non-violence and ceasefire, 24 hours.
• On this day the United Nations invites all countries and peoples to celebrate the day through education and public awareness on issues related to peace.
• According to the United Nations, true peace includes not only the absence of violence but also the building up of society.
• This day seeks to create a world where everyone is treated equally regardless of their caste.
• To commemorate the day, the United Nations Peace Bell is rung at the UN Headquarters, New York City. 

Theme of 2022: 

• The theme for the International Day of Peace 2022 - “End racism, Build peace.” 
• This day is being celebrated with the aim of creating a new world free from racism and racial discrimination.

Background of the day: 

• International Day of Peace was established in 1981 by the United Nations General Assembly.
• Nearly two decades later, in 2001, the General Assembly unanimously designated the day as a period of non-violence and ceasefire.

Union Minister for Education and Skill Development Dharmendra Pradhan launched the SCALE (Skill Certification Assessment for Leather Employees) app at Chennai on 20 September 2022.

• He inaugurated the SCALE app while on a visit to the CSIR-Central Leather Research Institute, Chennai.

The SCALE App:  

• The app has been developed by the Leather Skill Sector Council. It provides a one-stop solution for the skilling, learning, assessment, and employment needs of the leather industry.
• The app allows people from all age groups interested in leather craft to access online live streamed classes from the state-of-the-art studio of the Leather Skill Sector Council office.
