The Indian Space Research Organization (ISRO) on September 3 successfully test-fired the Inflatable Aerodynamic Decelerator (IAD) which will be used to land payloads on Mars or Venus in the future.

IMPORTANT FACTS -

• IAD was designed, developed and successfully test-flown by ISRO's Vikram Sarabhai Space Centre (VSSC)on a Rohini-300 (RH300 Mk II) rocket.
• It was tested from the Thumba Equatorial Rocket Launching Station (TERLS) at Thiruvananthapuram, Kerala.
• The IAD is being developed to reduce an object coming down from space through the atmosphere. As its name suggests, the IAD serves to slow down an object falling through the atmosphere.
• For demonstration, the IAD, made of Kevlar fabric coated with Polychloroprene, was packed into the payload of the rocket.
• The pneumatic system used to propel the IAD was developed by the Liquid Propulsion Systems Center (LPSC), Waliamala.
• The 6.3 m tall, Rohini RH 300 Mk II sounding rocket had a lift-off mass of 552 kg.

The National Green Tribunal (NGT) headed by Justice A K Goel  has imposed a fine of Rs 3,500 crore on the West Bengal government for the huge gap in solid and liquid waste generation and treatment.

IMPORTANT FACTS -

• The NGT noted that out of 2,758 million litres per day (MLD) of sewage generation in urban areas and the treatment capacity of 1505.85 (MLD), only 1268 MLD is reported to be treated, leaving a huge gap of 1490 MLD.
• The green panel said the state government does not appear to be prioritising setting up of sewage and solid waste management facilities though according to the state's budget for 2022-2023, there is provision of Rs 12,818.99 crore on Urban Development and Municipal Affairs.
• Observing that health issues cannot be deferred to the long future, a bench headed by NGT Chairperson Justice A K Goel said it is the constitutional responsibility of the state and the local bodies to provide a pollution free environment.
• The state government will have to deposit the fine amount in a fund which will be used to construct the treatment plant for waste.

National Green Tribunal :

• It deals with cases relating to the environment protection and conservation of forest.
• It was set up in 2010 under the National Green Tribunal Act 2010.
• The Tribunal is not  bound by the procedure laid down under the Code of Civil Procedure, 1908, but is guided by principles of natural justice.

• हरित पैनल ने कहा कि राज्य सरकार सीवेज और ठोस अपशिष्ट प्रबंधन सुविधाओं की स्थापना को प्राथमिकता नहीं दे रही है, हालांकि राज्य के 2022-2023 के बजट के अनुसार शहरी विकास और नगरपालिका मामलों पर 12,818.99 करोड़ रुपये का प्रावधान है।

The Government of India owned Public sector banks has been asked to open about 300 branches in the unbanked areas of various states by December 2022. 

IMPORTANT FACTS -

• At present there are 12 Public Sector Banks in India.
• This was decided at the recent meeting of heads of public sector banks with the Financial Services Secretary, Dr Debashsish Panda, last month, regarding the progress made in opening branches in the rural areas.
• These new branches will cover all remaining unbanked villages with a population of more than 3,000.
• A Maximum number of 95 branches will be opened in Rajasthan followed by 54 in Madhya Pradesh.
• The public sector banks will open 38 branches in Gujarat, 33 in Maharashtra, 32 in Jharkhand and 31 in Uttar Pradesh.
• Bank of Baroda will open 76 branches, while State Bank of India will establish 60 branches.

What is an Unbanked Rural Center :  

• According to RBI, an unbanked rural centre (URC) is defined as a rural centre that does not have a Core Banking Solution (CBS)-enabled ‘banking outlet’ of a Scheduled Commercial Bank or a CBS-enabled Regional Rural Bank, Local Area Bank, licensed Co-operative Bank or any other CBS-enabled bank licensed by the Reserve Bank for carrying out customer based banking transactions.

What is a Banking outlet :  

• According to RBI, a ‘Banking Outlet’ is a fixed point service delivery unit, manned by either bank’s staff or its Business Correspondent where services of acceptance of deposits, encashment of cheques/cash withdrawal or lending of money are provided for a minimum of 4 hours per day for at least five days a week.

Core Banking Solution :  

• All the branches of the bank are interconnected through a common server which enables anytime, anywhere banking facilities.
• Here CORE means Centralised Online Real-time Exchange.

• ये नई शाखाएं 3,000 से अधिक आबादी वाले सभी शेष बिना बैंक वाले गांवों को कवर करेंगी।
• राजस्थान में अधिकतम 95 और मध्य प्रदेश में 54 शाखाएं खोली जाएंगी।
• सार्वजनिक क्षेत्र के बैंक गुजरात में 38, महाराष्ट्र में 33, झारखंड में 32 और उत्तर प्रदेश में 31 शाखाएं खोलेंगे।
• बैंक ऑफ बड़ौदा 76 शाखाएं खोलेगा, जबकि भारतीय स्टेट बैंक 60 शाखाएं स्थापित करेगा।

• आरबीआई के अनुसार "एक 'बैंकिंग आउटलेट' एक निश्चित बिंदु सेवा वितरण इकाई है, जिसे बैंक के कर्मचारी या उसके व्यवसाय संवाददाता द्वारा संचालित किया जाता है, जहां सप्ताह में कम से कम पांच दिन जमा की स्वीकृति, चेक का नकदीकरण / नकद निकासी या धन उधार देने की सेवाएं प्रतिदिन न्यूनतम 4 घंटे प्रदान की जाती हैं। 

कोर बैंकिंग समाधान (सीबीएस) :

Union Home Minister Amit Shah inaugurated the 30th Southern Zonal Council meeting of South Indian States and Union Territories in Thiruvananthapuram, Kerala on 3 September.

IMPORTANT FACTS -

• The objective of the meeting was to promote regional cooperation between the states on issues of common national importance.
• Kerala Chief Minister Pinarayi Vijayan, chief ministers of other southern states - Tamil Nadu, Karnataka, Andhra Pradesh, Telangana - and the lieutenant governors of the southern union territories of Puducherry, Lakshadweep and Andaman and Nicobar Islands attended the meeting.
• During the meeting, 26 issues were discussed, nine were resolved, 17 were put up for further consideration, of which nine were related to the reorganisation of Andhra Pradesh.
• The Union Home Minister called upon the southern states to find an amicable solution to end all issues, especially those related to river water sharing.
• The Home Minister said that the Ministry of Home Affairs is trying to check the drug menace by emphasising the need for regular NCORD (Narco Coordination Centre) meetings between the states.
• Since 2015, Rs 4,206 crore has been approved for the Fisheries Infrastructure Development Fund scheme in Andhra Pradesh, Karnataka, Kerala, Puducherry, Tamil Nadu and Telangana.

About Zonal Councils : 

• In 1956 first Prime Minister of India, Pandit Jawaharlal Nehru give the idea of creation of Zonal Councils.
• There are five Zonal Councils in India which were established in 1957 under Section 15-22 of the States Reorganization Act, 1956.
• A Standing Committee is constituted by each Zonal Council consisting of the Chief Secretaries of their respective Zonal Councils of the Member States.

• Former Kerala Health Minister KK Shailaja has rejected the Ramon Magsaysay award for her commitment and service towards ensuring an accessible public health system and effectively leading from the front to manage the Nipah and Covid-19 outbreaks in the state.

• However after she declined it, the Ramon Magsaysay Award Foundation decided not to announce her name in the final list.
• KK Shailaja who is a central committee member of the Communist Party of India (Marxist) said that the party decided not to accept the award.
• She said that she cannot accept the award as it was given to an individual while her work as a health minister was a collective work.
• Also the award which is given in the name of the former Philippines President, who was anti-communist and ruthlessly crushed the communist guerrilla movement in the country.
• If she had accepted the award she would be the fifth Keralite to get the honour after Verghese Kurien, M S Swaminathan, B G Verghese and T N Seshan. 
• Till date 55 Indians have won the award. First being Vinoba Bhave in 1958 and the last being Ravish Kumar 2019.

The German Cyclist won both the men and women category in the Leh Edition of UCI MTB Eliminator World Cup held in Leh, Ladakh for the first time on 4 September 2022.

• Twenty international, 55 national and local cyclists participated in this world cup competition.
• The men's category was won by Felix Klausmann and the women's section champion was Marion Fromberger.
• It was organised by the Ladakh Police in association with City Mountain Bike and Cycling Federation of India.

• The Department of Science and Technology (DST), Government of India will set up India’s first-ever Night Sky Sanctuary in Ladakh. It will be completed within the next three months.

• This was disclosed by the Union Minister of State (Independent Charge) Science & Technology; Atomic Energy and Space, Dr Jitendra Singh after meeting Lt. Governor Ladakh, R.K. Mathur on 3 September 2022 at New Delhi.
• The proposed Dark Sky Reserve will be located at Hanle in Ladakh as a part of Changthang Wildlife Sanctuary.
• It will boost Astro tourism in India and will be one of the world’s highest-located sites for optical, infrared, and gamma-ray telescopes.
• The Union Minister informed that a tripartite Memorandum of Understanding was signed recently among the Ladakh Union Territory administration, Ladakh Autonomous Hill Development Council (LAHDC) Leh and the Indian Institute of Astrophysics, Bengaluru  for launching the Dark Space Reserve.
