The Supreme Court on May 18 upheld the validity of a Tamil Nadu law that allowed Jallikattu, a bull-fighting sport.

• The Supreme Court has upheld the constitutional validity of the amendment made by the Tamil Nadu government to the Central Cruelty to Animals Act, 1960.

About Supreme Court’s Judgement

• In a unanimous judgement, a five-judge Constitution bench headed by Justice KM Joseph noted that the Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017, the Prevention of Cruelty to Animals (Maharashtra Amendment) Act, 2017 and the Prevention of Cruelty to Animals (Amendment) Act, 2017 The Prevention of Cruelty to Persons (Karnataka Second Amendment) Act, 2017 was enacted by the respective state legislatures and received the assent of the President.
• The SC held that these rules by the states did not violate the Constitution and the Supreme Court's 2014 judgment banning Jallikattu.

About Jallikattu

• Jallikattu is a traditional sport especially popular in Tamil Nadu.
• In this sport, a wild bull is released into a crowd of people, and the participants try to catch the bull's hump and ride it for as long as possible or try to bring it under control.
• It is celebrated every year during the Tamil harvest festival, Pongal, in the month of January.
• The state government argues that instead of banning this age-old practice, it can be regulated and reformed.

जल्लीकट्टू के बारे में

• जल्लीकट्टू एक पारंपरिक खेल है जो विशेष रूप से तमिलनाडु में लोकप्रिय है।

Centre on 19th May promulgated an ordinance to create aNational Capital Civil Service Authoritythat will have the power to recommend the transfer and posting of all Group A officers serving in Delhi.

Important Points:

• The Ordinance, 2023 is being seen as an attempt to nullify last week's judgment by a constitution bench of the Supreme Court, which had handed over the reins of "services" to the Delhi government.
• The court then underlined the importance of the mandate of the people in a democracy expressed through an elected government.
• With a view to constitute this Authority for transfer of 'Group-A' officers of 'DANICS' (Delhi, Andaman-Nicobar, Lakshadweep, Daman and Diu, Dadra and Nagar Haveli (Civil) Services) Cadre, the Central Government has issued thisOrdinance.
• The Authority will be headed by the Chief Minister of Delhi and will include the Chief Secretary and Principal Secretary, Home.
• All matters to be decided by the Authority shall be decided by a majority of the members present and voting.
• The Aam Aadmi Party (AAP) has alleged that the Centre's ordinance on transfer of bureaucrats in Delhi is "unconstitutional" and a move to usurp the powers given to the Delhi government by the Supreme Court in service matters.
• This, effectively, means two bureaucrats, appointed by the Centre, could over-rule the elected CM.

Chief Justice of India (CJI) DY Chandrachud administered the oath of office to Justice Prashant Kumar Mishra and senior advocate Kalpathy Venkataraman Viswanathan as a judge of the Supreme Court on 19th May.

Important Points:

• With this, the total strength of judges in the Supreme Court has gone up to the sanctioned strength of 34.
• However, the number of Supreme Court justices will remain at its highest level for only a short period as three judges are due to retire in June.
• Justice KM Joseph, Justice Ajay Rastogi and Justice V Ramasubramanian are set to complete their tenure next month during the summer vacation. 
• Summer vacation of the apex court will run from 22 May to 2 July 2023.
• Justice Vishwanathan, the newly appointed Supreme Court judge, will become the CJI after the retirement of Justice JB Pardiwala on August 11, 2030, and will hold office till May 25, 2031.
• The warrant of appointment of Justice Mishra and Justice Vishwanathan as judges of the apex court was issued by the office of President Draupadi Murmu on May 18.

The National Investigation Agency (NIA) conducted an operation called 'Operation Dhvast' against the terrorist-gangster-drug-trafficker nexus under which several people were arrested.

Important Points:

• Following its searches at 129 locations in eight states, the NIA has detained one person each from Moga (Punjab), Bhiwani (Haryana) and North-East district (Delhi).
• According to the NIA, the investigation of these cases pertains to conspiracies related to targeted killings, terror financing of pro-Khalistan organisations, extortion and other such criminal activities.

About National Investigation Agency (NIA)

• Its real name is National Investigation Agency, commonly known as National Investigation Agency. It was constituted under the National Investigation Agency Act, 2008.
• Realizing the need for a central agency to investigate terrorism and some other criminal acts after the 2008 Mumbai terrorist attack, the NIA was formed.
• It acts as the central counter-terrorism law enforcement agency.

The Department of Pharmaceuticals plans to organize the 8th edition of the International Conference on 'India Pharma and India Medical Devices' from May 26 to 27, 2023, in New Delhi.

26 से 27 मई, 2023 तक नई दिल्ली में फार्मास्यूटिकल्स विभाग द्वारा 'इंडिया फार्मा एंड इंडिया मेडिकल डिवाइसेस' पर अंतर्राष्ट्रीय सम्मेलन का 8वां संस्करण आयोजित किया गया। 

महत्वपूर्ण बिंदु:-

• इस 8वें संस्करण का शुभारंभ केंद्रीय रसायन और उर्वरक मंत्री डॉ. मनसुख मंडाविया द्वारा किया गया।
• फार्मास्यूटिकल्स विभाग इस आयोजन के लिए फेडरेशन ऑफ इंडियन चैंबर्स ऑफ कॉमर्स एंड इंडस्ट्री (FICCI) के साथ साझेदारी कर रहा है।
• सम्मेलन का उद्देश्य भारत को फार्मास्यूटिकल और चिकित्सा उपकरणों के क्षेत्र में उच्च गुणवत्ता वाले चिकित्सा उत्पादों के लिए एक विनिर्माण केंद्र के रूप में प्रदर्शित करना है।
• सम्मेलन के दौरान, डॉ. मंडाविया राष्ट्रीय चिकित्सा उपकरण नीति-2023 और चिकित्सा उपकरणों के लिए निर्यात संवर्धन परिषद का शुभारंभ किया।
• चिकित्सा उपकरणों के लिए सामान्य बुनियादी ढांचे और परीक्षण सुविधाओं को मजबूत करने या स्थापित करने पर ध्यान केंद्रित करते हुए 'सामान्य सुविधाओं के लिए चिकित्सा उपकरण क्लस्टर (एएमडी-सीएफ)' नामक एक नई योजना भी आरंभ की गई।
