• Born in Kensington, London (England), in 1939, George Cohen played for Fulham throughout his soccer career.
• He scored six league goals in his 459 appearances between 1956 and 1969.
• His greatest achievement was recorded as winning the 1966 World Cup when England defeated West Germany in the final at Wembley Stadium.
• Cohen helped England emerge victorious and claim their first World Cup title with a 4–2 victory over the opposition.
• He was part of the team's line of defence, which included Ray Wilson, Jack Charlton and captain Bobby Moore.
• In 1964-1967, Cohen represented England in 37 matches. He also served as vice-captain (VC) of Sir Alf Ramsey for the match against West Germany.
• Cohen was diagnosed with bowel cancer in 1976 and struggled with the illness for 14 years.

The ‘Ekalabya Puraskar’ for the year 2022 was presented to cyclist Swasti Singh. This award is given every year to encourage young sporting talents.

• Singh was on 23rd December presented with a citation, trophy and Rs 5 lakh cash in a programme organised by Indian Metals Public Charitable Trust (IMPaCT), the charitable wing of IMFA.
• She was honoured for her performance from April 1, 2020 to March 31, 2022 at both national and international levels. 
• Football player Pyari Xaxa and Hockey player Shilanda Lakra also were honoured with a citation and Rs 50,000 cash each.
• Billiards and snooker world champion Pankaj Advani attended the ceremony as the chief guest while Pranati Mishra, Asian Games medalist was the guest of honour.
• Trustee Baijayant Panda, Chairman Eklabya Puraskar Committee – 2022 was present along with the jury members.

Drone maker Garuda Aerospace has become the first drone startup in India to receive 'Type Certification' and 'Remote Pilot Training Organisation' (RTPO) approval by the DGCA for its indigenously designed Kisan drone.

Important facts: 

• DGCA Type Certification is provided on the basis of quality checks of the drones and is issued after a rigorous testing process.
• Kisan Drone has been designed keeping in mind the works related to agriculture. Type certification has been received for its GA-AG model.
• DGCA gives this certificate on the basis of quality check. It is issued only after strict investigation of the drone (unmanned aircraft).
• Remote Pilot Training Organization is a DGCA recognized organisation which gives Remote Pilot Certificate under Rule-34 of Drone Rules-2021.
• In India, the government introduced type certification in August 2021 under the Drone Rules.

What are ‘Kisan’ drones?

• Made in India 'Kisan' drones are specially developed for agricultural purposes such as reducing crop losses, crop health monitoring, yield measurement etc. with latest manufacturing capabilities.
• These drones are used for uniform spraying of pesticides, monitoring of crops, gathering of data related to land and collection of data etc.
• Priced at Rs 4.50 lakh, the 'Kisan' drone is India's most affordable advanced automated agriculture drone that falls under the sub 25 kg category.
• Garuda Aerospace recently raised its $30 million Series A at a valuation of 250 million dollar.
• Former Indian cricket team captain Mahendra Singh Dhoni has invested in it and is also the brand ambassador of the company.
• MS Dhoni has recently launched a drone named Droni. Garuda Aerospace has a fleet of 400 drones across 26 different cities and a well-trained team of over 500 pilots.

• It is the regulatory body in the field of Civil Aviation, primarily dealing with safety issues.

TheReserve Bank of India(RBI) has amended thebank locker rules, which include providing customers with updated locker agreements. The rules will take effect fromJanuary 1, 2023.

What are the new guidelines?

• As per the Reserve Bank of India notification, the agreements should follow the model prepared by the Indian Banks' Association (IBA).
• All existing locker depositors are required to submit proof of eligibility for new locker arrangement.
• They need to sign a renewal agreement before the specified date.
• RBI has advised banks to install CCTV cameras at entry and exit points of strong rooms and common areas of operations.
• It will be mandatory for all banks to keep the recording of cameras safe for at least one hundred and eighty days.
• RBI has directed banks to ensure that there are no unfair provisions or conditions in bank agreements.
• As per the guidelines, if a customer makes a complaint to the bank about his locker being opened without his knowledge or any theft or security lapse, the bank will be required to preserve the CCTV recording till the completion of the police investigation and disposal of the case.

भारतीय रिजर्व बैंक(RBI) नेबैंक लॉकर नियमों में संशोधनकिया है, जिसमें ग्राहकों को अद्यतन लॉकर समझौते प्रदान करना शामिल है। नियम1 जनवरी, 2023से प्रभावी होंगे।

• उन्हें निर्दिष्ट तिथि से पहले एक नवीनीकरण समझौते पर हस्ताक्षर करने की आवश्यकता है।
• आरबीआई ने बैंकों को स्ट्रांग रूम के प्रवेश और निकास बिंदुओं और संचालन के सामान्य क्षेत्रों में सीसीटीवी कैमरे लगाने की सलाह दी है।
• सभी बैंकों को कैमरों की रिकॉडिंग कम से कम एक सौ अस्‍सी दिन तक सुरक्षित रखना अनिवार्य होगा।
• आरबीआई ने बैंकों को निर्देश दिया है कि बैंक समझौतों में कोई भी अनुचित प्रावधान या शर्त नहीं होना सुनिश्चित किया जाना चाहिए।
• दिशानिर्देशों के अनुसार यदि कोई उपभोक्‍ता बैंक को अपने लॉकर को बिना जानकारी के खोले जाने या किसी चोरी या सुरक्षा चूक की शिकायत करता है तो बैंक को सीसीटीवी रिकॉडिंग पुलिस जांच पूरी होने और मामले के निपटारे तक सुरक्षित रखनी होगी।

TheMaldives criminal courton 25th December sentenced former presidentAbdulla Yameento 11 years in jail and fined him $5 million after he was found guilty of money laundering and accepting bribe.

• The court found Yameen guilty of accepting money to lease an island owned by the government.
• The court sentenced the former leader to seven years in the money laundering case and four years in the bribery case.
• Yameen was accused that he had given permission to develop a resort on V Ara's land by taking money during his tenure.
• Yameen was accused of misusing his position to get the Arrah land to ex-parliamentarian Yusuf Nai by taking US $ 1 million.
• Yameen was also fined US $ 5 million in this case.

• यामीन पर इस केस में 5 मिलियन अमेरिकी डॉलर का जुर्माना भी लगाया गया।

President Bidya Devi Bhandari of Nepal has appointed Pushpa Kamal Dahal 'Prachanda' as the new prime minister of Nepal on 25 December 2022. Prachand will become the prime minister for the third time.

• In the recently held parliamentary election no party got any clear majority. Prachand’s Maoist Center Party won 32 seats in Nepal's  275-member House of Representatives. 
• He has formed a coalition government with the support of the Communist Unified Marxist-Leninist (UML) party, Rashtriya Swatantra Party (RSP), Rastriya Prajatantra Party and other smaller parties.  Prachanda has the support of 165 lawmakers in the 275-member House of Representatives.
• According to the deal with the UML party he will remain prime minister for the first half of the five-year term and later will be replaced by a candidate from the UML party. 
• Pushpa Kamal Dahal  will replace Sher Bahadur Deuba of the Nepali Congress party as the Prime Minister.

Union Minister for Youth Affairs and Sports, Information and Broadcasting Minister Anurag Thakur inaugurated the Sports Science Centre in Udupi on 24 December 2022. 

Important Facts:

• The sports science centre has been set up by the government of Karnataka.
• The state government has set up two sports science centres at Udupi and Bengaluru. These centres will conduct research on medicines, nutritious food, treatment and rehabilitation measures for sportspersons, which would help them to boost their abilities.
• The Minister said that many more such sports science centres will come up in the future. 

National Center of Excellence: 

• The Sports Authority of India(SAI) under the Union Ministry of Youth Affairs and Sports has also set up its own Sports Science Center at its 21 National Centres of Excellence (NCOE) and two high performance centres (Bengaluru and Patiala).
• It has also set up a National Centre for Sports Sciences and Research (NCSSR) in New Delhi which is the hub of SAI Sports Science Center. 
• The National Centers of excellence  provides specialised training in selected sports disciplines and also has a well functioning Sports Science Center.

• The Revamped Probity Portal was launched for the central government employees in 2017.
• It provided limited HR related services to the employees.
• To add more services and interlink it with other government apps the government has launched the Revamped e-HRMS 2.0 Portal. 
• The Revamped e-HRMS 2.0 Portal will provide the following services in a digital mode to the employees- Transfers (Rotation/Mutual), Deputation, APAR, IPR, iGOT Trainings, Vigilance Status, Deputation Opportunities, Service Book and other basic HR Services like Leave, Tour, Reimbursements etc.
• The revamped e-HRMS 2.0 is the first digital system in Government of India to provide end-to-end HR Services. 

Mobile Application of iGoTKarmayogi Portal by Karmayogi Bharat (SPV):  

• The Minister also launched Mobile Application of iGoTKarmayogi Portal by Karmayogi Bharat (SPV) with an aim to create professional, well trained and future ready civil service for India.
• The app and the platform will allow all government servants, at multiple levels, to undergo continuous training, depending on their domain areas.

The Indian Railway will launch the “Amrit Bharat Station Scheme” under which 1000 small but important stations will be modernised. This scheme is different from the ongoing plan to revamp 200 railway stations.

Important Points: 

• According to the Indian Railways the stations  will be selected not only on the passenger traffic but also on the cites they cater to.
• These stations will be redeveloped under what is called the ''Khurda model of redevelopment''.
• Khurda station in Odisha was modernised for Rs 4 crore with all contemporary amenities for passengers.
• The main structure was renovated, the facade was redone and the number of railway tracks was also increased.
• Under the “Amrit Bharat Station Scheme” the Divisional Railway Managers will be responsible for the redevelopment of the railway station.

• भारतीय रेलवे के अनुसार स्टेशनों का चयन न केवल यात्रियों की संख्या के आधार पर किया जाएगा, बल्कि उन शहरों के आधार पर भी किया जाएगा, जिनकी वे सेवा करते हैं।
• इन स्टेशनों का पुनर्विकास 'पुनर्विकास का खुर्दा मॉडल' के तहत किया जाएगा।

In a significant move that will benefit lakhs of Divyangjan, the government has waived the registration, diagnostic, and treatment fees at National Institutes and Composite Regional Centers as of January 1, 2023.

Important Points:

• The fee will be waived for those who have Unique ID for Persons with Disabilities-UDID cards and those who have disability certificate and are enrolled on UDID portal.
• In addition, full course fee will also be waived off in various courses at such institutes and centres.
• This will be effective for 2022-23 batch students onwards.
• Further, the central government has also instructed each National Institutes and Composite Regional Centres to have a dedicated counter to help Persons with Disabilities in filing UDID applications and to provide treatment facilities to all persons on Saturday and Sunday also.

• इसके अलावा, ऐसे संस्थानों और केंद्रों में विभिन्न पाठ्यक्रमों में पूर्ण पाठ्यक्रम शुल्क भी माफ किया जाएगा।
• यह 2022-23 बैच के बाद के छात्रों के लिए प्रभावी होगा।
• इसके अलावा, केंद्र सरकार ने प्रत्येक राष्ट्रीय संस्थानों और समग्र क्षेत्रीय केंद्रों को यूडीआईडी आवेदन दाखिल करने में विकलांग व्यक्तियों की मदद करने और शनिवार और रविवार को भी सभी व्यक्तियों को इलाज की सुविधा प्रदान करने के लिए एक समर्पित काउंटर रखने का निर्देश दिया है।

On National Consumer Rights Day, Union Food and Consumer Affairs Minister Piyush Goyal launched a host of new initiatives, including the Right to Repair portal in New Delhi on December 24, 2022.

The Right to Repair portal 

• On the 'right to repair' portal, manufacturers will share the manual of product details with customers so that they can either repair by self, by third parties, rather than depend on original manufacturers.
• Initially, mobile phones, electronic, consumer durables, automobile and farming equipment will be covered.
• In July 2022 the Department of Consumer Affairs had set up a committee headed by the Additional Secretary Nidhi Khare to develop a comprehensive framework on ‘Right to Repair’.

राष्ट्रीय उपभोक्ता अधिकार दिवस पर केंद्रीय खाद्य और उपभोक्ता मामलों के मंत्री पीयूष गोयल ने 24 दिसंबर 2022 को नई दिल्ली में राइट टू रिपेयर पोर्टल सहित कई नई पहलों की शुरुआत की।

राइट टू रिपेयर पोर्टल(मरम्मत का अधिकार):

• 'मरम्मत का अधिकार' पोर्टल पर, निर्माता उत्पाद विवरण के मैनुअल को ग्राहकों के साथ साझा करेंगे ताकि वे मूल निर्माताओं पर निर्भर रहने के बजाय या तो तीसरे पक्ष द्वारा स्वयं मरम्मत कर सकें।
• शुरुआत में मोबाइल फोन, इलेक्ट्रॉनिक, कंज्यूमर ड्यूरेबल्स, ऑटोमोबाइल और कृषि के उपकरण को कवर किया जाएगा।
• जुलाई 2022 में उपभोक्ता मामलों के विभाग ने 'मरम्मत के अधिकार' पर एक व्यापक रूपरेखा विकसित करने के लिए अतिरिक्त सचिव निधि खरे की अध्यक्षता में एक समिति का गठन किया था।

Union Health Minister Mansukh Mandaviya has talked about the implementation of Air Suvidha Portal for passengers coming from a total of six East Asian countries China, Japan, South Korea, Hong Kong and Thailand on 24 December 2022 in view of increasing cases of Kovid in China. 

Important Facts:

• Air Suvidha forms are self-declarations of the health of passengers travelling to India from the identified international destinations. These forms have been reintroduced to keep a check on the passengers arriving from the countries most affected by the virus.
• The Minister also said that the RT-PCR (reverse transcription-polymerase chain reaction) test will be mandatory for them. And they will be quarantined if they test positive. 
• India has already started random testing 2 percent of international passengers arriving at its airports for COVID-19 as the country steps up surveillance for new virus variants.
• The steps come amid a series of high-level meetings following a spike in cases seen in other parts of the world, although experts and officials have reportedly said India has little to worry because of its high baseline immunity.

केन्द्रीय स्वास्थ्य मंत्री मनसुख मंडाविया ने 24 दिसंबर 2022 को चीन में कोविड के बढ़ते मामलों को देखते हुए कुल छह पूर्वी एशियाई देशों चीन, जापान, दक्षिण कोरिया, हांगकांग और थाईलैंड से आने वाले यात्रियों के लिए एयर सुविधा पोर्टल लागू किए जाने की बात किया है।

महत्वपूर्ण तथ्य:

• एयर सुविधा फॉर्म चिन्हित अंतरराष्ट्रीय गंतव्यों से भारत आने वाले यात्रियों के स्वास्थ्य की स्व-घोषणा हैं। वायरस से सबसे ज्यादा प्रभावित देशों से आने वाले यात्रियों पर नजर रखने के लिए इन फॉर्म को दोबारा शुरू किया गया है।
• मंत्री ने यह भी कहा कि इस देशों से आने वाले लोगों के लिए आरटी-पीसीआर (रिवर्स ट्रांसक्रिप्शन-पोलीमरेज़ चेन रिएक्शन) टेस्ट अनिवार्य होगा। पॉजिटिव पाए जाने पर क्वारंटाइन किया जायेगा।
• भारत ने अपने हवाईअड्डों पर आने वाले 2 प्रतिशत अंतरराष्ट्रीय यात्रियों का कोविड -19 के लिए पहले ही यादृच्छिक परीक्षण शुरू कर दिया है।
• दुनिया के अन्य हिस्सों में बढ़ते हुए मामलों के देखते हुए भारत सरकार ने कई  उच्च स्तरीय बैठकों की एक श्रृंखला के बीच यह कदम उठाए गए हैं, हालांकि विशेषज्ञों और अधिकारियों के अनुसार भारत को अपनी उच्च आधारभूत प्रतिरक्षा के कारण चिंता करने की कोई बात नहीं है।

The Income Tax department on 24 December 2022 issued an advisory that those permanent account numbers (PAN) which are not linked with Aadhaar by the end of March next year will be rendered "inoperative".

Important Facts:

• According to the Income Tax department "As per Income-tax Act, 1961, it is mandatory for all PAN holders, who do not fall under the exempt category, to link their PAN with Aadhaar before 31 March 2023. From 1 April 2023, the unlinked PAN shall become inoperative,".

Exempt category 

According to a notification issued by the Union Finance Ministry in May 2017, following persons are exempt from linking their PAN  with Aadhaar;

• Individuals residing in the states of Assam, Jammu and Kashmir and Meghalaya; 
• A non-resident as per the Income-tax Act, 1961; 
• Person of the age of 80 years or more at any time during the previous year and
• A person not a citizen of India.

Consequence of a PAN becoming inoperative:  

A circular issued by the Central Board of Direct Taxes (CBDT) on 30 March 2022 said once a PAN becomes inoperative, an individual shall be liable to all the consequences under the I-T Act and will have to suffer a number of implications.

• The person shall not be able to file I-T return using the inoperative PAN;
• pending tax returns will not be processed; 
• pending tax refunds cannot be issued to inoperative PANs; 
• pending proceedings as in the case of defective returns cannot be completed once the PAN is inoperative and tax will be required to be deducted at a higher rate.
• The taxpayer might face difficulty at various other like banks and other financial portals as PAN is one of the important KYC (know your customer) criteria for all kinds of financial transactions.

While the 12 digit Aadhaar is issued by the Unique Identification Authority of India to a resident of India, PAN is a 10-digit alphanumeric number allotted by the Income Tax department to a person, firm or entity.

आयकर विभाग, भारत सरकार ने 24 दिसंबर 2022 को एक एडवाइजरी जारी की है कि वे स्थायी खाता संख्या (पैन) जो अगले वर्ष मार्च के अंत तक आधार से जुड़े नहीं हैं, उन्हें "निष्क्रिय" कर दिया जाएगा।

महत्वपूर्ण तथ्य:

• आयकर विभाग के अनुसार आयकर अधिनियम, 1961 के अनुसार, सभी पैन धारकों के लिए यह अनिवार्य है, जो छूट की श्रेणी में नहीं आते हैं, उन्हें 31 मार्च 2023 से पहले अपने पैन को आधार से जोड़ना होगा और 1 अप्रैल 2023 से, अनलिंक किया गया पैन निष्क्रिय हो जाएगा।

छूट वाली श्रेणी: 

मई 2017 में केंद्रीय वित्त मंत्रालय द्वारा जारी एक अधिसूचना के अनुसार, निम्नलिखित व्यक्तियों को अपने पैन को आधार से जोड़ने से छूट दी गई है;

• असम, जम्मू और कश्मीर और मेघालय राज्यों में रहने वाले व्यक्ति;
• आयकर अधिनियम, 1961 के अनुसार एक अनिवासी;
• पिछले वर्ष के दौरान किसी भी समय 80 वर्ष या उससे अधिक आयु के व्यक्ति और
• व्यक्ति जो भारत का नागरिक नहीं है।

पैन के निष्क्रिय होने का परिणाम

• केंद्रीय प्रत्यक्ष कर बोर्ड (सीबीडीटी) द्वारा 30 मार्च 2022 को जारी एक परिपत्र में कहा गया है कि एक बार पैन निष्क्रिय हो जाने के बाद, वह व्यक्ति आई-टी अधिनियम के तहत सभी परिणामों के लिए उत्तरदायी होगा और उसे कई तरह के प्रभावों का सामना करना पड़ेगा। कुछ परिणाम हैं;
• 
  
  • व्यक्ति निष्क्रिय पैन का उपयोग करके आई-टी रिटर्न दाखिल करने में सक्षम नहीं होगा;
  • उसकी  लंबित टैक्स रिटर्न पर कार्रवाई नहीं की जाएगी;
  • निष्क्रिय पैन को लंबित कर रिफंड जारी नहीं किया जा सकता है;
  • दोषपूर्ण रिटर्न के मामले में लंबित कार्यवाही को एक बार पैन के निष्क्रिय होने के बाद पूरा नहीं किया जा सकता है और 
  • उस व्यक्ति के कर को उच्च दर पर काटा जाना आवश्यक होगा।
  • करदाता को बैंकों और अन्य वित्तीय पोर्टल जैसे विभिन्न अन्य मंचों पर कठिनाई का सामना करना पड़ सकता है क्योंकि पैन सभी प्रकार के वित्तीय लेनदेन के लिए महत्वपूर्ण केवाईसी (अपने ग्राहक को जानें) मानदंडों में से एक है।

12 अंकों वाला आधार, भारतीय विशिष्ट पहचान प्राधिकरण द्वारा भारत के निवासी को जारी किया जाता है जबकि पैन एक 10-अंकीय अल्फ़ान्यूमेरिक संख्या है जो आयकर विभाग द्वारा किसी व्यक्ति, फर्म या संस्था को आवंटित की जाती है।

Arunachal Pradesh's 7 year old  Geto Sora  has won the Top Arena Junior International Badminton Championship title in the below 9 years category.

Important Facts -

• He won the Championship title after beating Malaysian Jaryl Teh in the final played at Kuala Lumpur Malaysia  on 23 December 2022.
• The Top Arena Junior International Badminton Championship was held in Kuala Lumpur from 19-23 December 2022.
• This is Sora’s second international badminton title in two months.
• In November, the 7-year-old Sora had won the U-9 boys singles titles in the BTY-Yonex-Singha Championship, which was held at the Banthongyord Badminton School in Bangkok, Thailand.
• Sora has also won gold in the PNB MetLife Junior Badminton Championship which was held in Guwahati, Assam in 2020.

• This day was celebrated for the first time in the year 2000.
• It is noteworthy that World Consumer Rights Day is organised globally on 15 March every year.
