The UAE and India on 18 February 2023 formed the UAE India Business Council - UAE Chapter to strengthen economic ties.

The 49th meeting of the GST Council was held on 18 February in New Delhi.

• The meeting, chaired by Finance Minister Nirmala Sitharaman, discussed setting up appellate tribunals and mechanisms to prevent tax evasion in the pan masala and gutkha business.
• After the Union Budget was presented earlier this month, the GST Council meeting has offered to extend the 50-year interest-free loan to states for one more year.

GST Council: 

• To implement GST, the Constitutional (122nd Amendment) Bill was passed by both the Houses of the Parliament in 2016.
• Union Finance Minister (Chairman), Union Minister of State (Finance) from the Centre.
• Each state minister in charge of finance or taxation or any other minister may be nominated as a member.

The Governor of Uttarakhand recently gave his assent to an ordinance brought by the Pushkar Singh Dhami-led government to prevent the use of unfair means in examinations.

Important Points:

• The name of the ordinance is Uttarakhand Competitive Examinations (Measures for Control and Prevention of Unfair Means in Recruitment) Ordinance, 2023. 
• It provides for a fine of up to Rs 10 crore and life imprisonment for the guilty.
• The ordinance aims to reduce cheating during examinations and promote fairness in the educational system.

Key provisions

• Candidates involved in cheating will be penalised and `10 years ban` will be imposed on them.
• In this, there is a provision to impose a fine of 10 crores along with life imprisonment or 10 years in jail to the copycat mafia.
• Apart from this, there is also a provision to attach the property of the copycat mafia.

उत्तराखंड के राज्यपाल ने फरवरी 2023 में पुष्कर सिंह धामी के नेतृत्व वाली सरकार द्वारा परीक्षाओं में अनुचित साधनों के उपयोग को रोकने के लिए लाए गए अध्यादेश को अपनी मंजूरी दे दी।

• अध्यादेश का नाम उत्तराखंड प्रतियोगी परीक्षा (भर्ती में अनुचित साधनों के नियंत्रण और रोकथाम के लिए उपाय) अध्यादेश, 2023 है।
• इसमें दोषियों के लिए 10 करोड़ रुपए तक के जुर्माने और आजीवन कारावास का प्रावधान है।
• इस अध्यादेश का उद्देश्य परीक्षा के दौरान नकल को कम करना और शैक्षिक प्रणाली में निष्पक्षता को बढ़ावा देना है।

प्रमुख प्रावधान

• नक़ल में शामिल उम्मीदवारों को दंडित किया जाएगा और उन पर `10 साल का प्रतिबंध` लगाया जाएगा।
• इसमें नकल माफिया को उम्रकैद या 10 साल की जेल के साथ 10 करोड़ का जुर्माना लगाने का प्रावधान है।
• इसके अलावा नकल माफिया की संपत्ति कुर्क करने का भी प्रावधान है।
