1. Manik Saha takes oath as 11th chief minister of Tripura

Tripura BJP chief and Rajya Sabha MP Manik Saha took oath as the 11th Chief Minister of the state at the Raj Bhavan in Agartala on May 15, a day after Biplab Kumar Deb resigned from the post.

  • The 69-year-old Saha (A professor of dental surgery) was named as the leader of the BJP legislature party hours after the resignation of Deb. 

  • Saha left the Congress and joined the BJP in 2016.

  • During his early days in the party, he was in charge of urban areas in the Booth Management Committee in the 2018 assembly elections.

  • After BJP's thumping victory in the assembly elections, he was given the responsibility of in-charge of the booth management committee for the 2019 parliamentary elections.

  • Deb was sworn in as the first CM of Tripura in 2018, ending the 25-year rule of the Communist Party of India in the state.

2. Chhattisgarh state restored old pension scheme

Chhattisgarh Chief Minister Bhupesh Baghel in his budget statement announced the government's plan to roll back the old pension scheme (OPS) for state employees and quadruple the monthly MLA Local Area Development amount.

  • More than three lakh people who started work after January 1, 2004 will benefit from this change.

  • This change will not apply to members of All India Services like Indian Administrative Service and Indian Police Service.

  • According to the new notification, the deduction of 10% monthly contribution from the salary of government servants under the New Contributory Pension Scheme will stop from April 1, 2022.

  • According to the notification, a separate directorate will be created for all the operations related to account maintenance and pension of GPAF, which will be named Directorate, Pension and Provident Fund.-

3. Haryana launched 'Fodder-Sowing Scheme'

The fodder sowing scheme has been started for the farmers of the state by Jai Prakash Dalal, Minister of Agriculture, Government of Haryana.

  • IMPORTANT FACTS -

  • This scheme has been launched with the objective of providing financial assistance of Rs.10,000 per acre to the farmers who provide and supply fodder to Gaushalas.

  • Under Direct Benefit Transfer the subsidy will be deposited directly into the account of the farmer.

  • The objective of this scheme is to cover the shortage of fodder and increasing stray cattle in the state.

  • Under the scheme -

  • Phosphate-rich organic manure (PROM) prepared from cow dung can be used as an alternative to synthetic fertilisers. PROM is also prepared from various Gaushalas in Pinjore, Hisar and Bhiwani districts of Haryana.

  • The state government is taking many steps in the interest of the farmers and the 'Four Seeding Scheme' is another step in the same direction. In April, Rs 13.44 crore was distributed to buy fodder in 569 gaushalas in the state.

4. PM Modi launched Madhya Pradesh Startup Policy

Prime Minister Narendra Modi launched Madhya Pradesh Startup Policy through video conferencing.

  • Modi addresses the startup community during the Madhya Pradesh Startup Conclave being held in Indore.

  • The Prime Minister also launched the Madhya Pradesh Startup portal, which will facilitate and help promote the startup ecosystem. 

  • The Madhya Pradesh Startup Conclave was attended by various pillars of the startup ecosystem including policy makers, innovators, entrepreneurs, academicians, investors, consultants and other stakeholders from government and private sector.

  • Objective of Policy 

  • Strengthen the startup culture by nurturing entrepreneurial skills

  • Encourage setting up of new technological business incubation centres

  • Encourage and inspire youth to develop innovative ideas 

  • Promote entrepreneurship activities among the youth of the state, thereby enabling sustainable and inclusive socioeconomic development across the state

  • Promote and develop employment opportunities for the youth within the state

  • Highlight of the policy

  • An entity shall be deemed to be a Startup for a period of five years from the date of incorporation/registration, If it is incorporated as a Private Limited Company or is registered in India as a Partnership Firm or Limited Liability Partnership.

  • Turnover of the entity for any of the financial years, since incorporation, should not exceed INR 25 crore.

  • The entity must work towards innovation, development or improvement of products or processes or services.

  • The state offers special incentives for women-led startups in the form of interest subsidy of 8% on loans up to three years, not exceeding INR 5 lakh. 

  • The state provides incentives for lease subsidy up to INR 5 lakh for women-led startups.

  • Startup Ecosystem in Madhya Pradesh

  • The state's smart cities are serving as platforms to launch incubators and coworking spaces such as Jabalpur Incubation Centre in India.

  • MP Venture Finance Limited (MPVFL) has been set up to provide access to venture capital funds to startups and has received approval from the Securities and Exchange Board of India (SEBI).

  • Startup Incubator Cell is managed by the state nodal officer for startups.

  • There are 1,937 start-ups recognized by the central government in Madhya Pradesh and 45 percent of them are run by women.

  • About 31 percent startups in the state are located in Bhopal and 44 percent in Indore.

  • The award was presented to Banerjee for her book "Kabita Bitan", which pays tribute to the best writers of West Bengal.

  • This book is a collection of 946 poems written by Mamta Banerjee.

  • Banerjee was given this award at the "Ravi Pranam" function organised by the Information and Culture Department of the government on the occasion of the birth anniversary of Rabindranath Tagore.

6. Punjab promoting green manure

The Punjab agriculture department is promoting the cultivation of green manure these days. 

  • Punjab Agro is providing subsidy on the seed at the rate of Rs 2,000 per quintal, which costs Rs 6,300 per quintal without subsidy.

  • The farmers can avail its seed from the block level offices of the agriculture department as limited stock is available.

  • Green manure is a technique employed in agriculture to raise soil fertility. 

  • It serves as mulch and soil fertilizers.

  • They are normally incorporated back into the soil, either directly, or after removal and composting.

  • Also some crops such as summer moong, mash pulses and guar act as green manure.

7. India's first bio-gas powered EV charging station inaugurated in Mumbai

India's first EV charging station to run on Biogas was inaugurated in Mumbai, Maharashtra.

  • It was inaugurated by Maharashtra Environment Minister Aditya Uddhav Thackeray.

  • The station is expected to generate 220 units of electricity from the food waste collected from its surrounding areas.

  • This power plant will be used to power street lights and charge electric vehicles.

  • The project is a joint venture between the Brihanmumbai Municipal Corporation and Aerocare Clean Energy.

  • This EV charging plant is connected to the waste-energy unit at Meenatai Thackeray Park.

  • This is the first project of its kind in the country that uses food waste to convert it into energy.

8. Delhi HC delivers split verdict on criminalisation of marital rape

A DIVISION bench of the Delhi High Court delivered a split verdict on petitions seeking criminalisation of marital rape, paving the way for the matter to be adjudicated by the Supreme Court.

  • One of the judges struck down as unconstitutional the exception to Section 375 of the IPC. 

  • He said that sexual intercourse by a man with his wife aged 18 and above is not rape even if it is without her consent.

  • However, another Judge said that issue requires consideration of social, cultural and legal aspects.

  • The High Court said that criminalizing marital rape may destabilize the institution of marriage.

  • What is Marital Rape?

  • Marital rape is the act of sexual intercourse with one's spouse without the spouse's consent.

  • Lack of consent is an essential element and does not involve physical violence.

  • It is considered a form of domestic violence and sexual abuse.

  • Section 3 of the Protection of Women from Domestic Violence Act, 2005 provides the definition of domestic violence, which includes physical, sexual, verbal and emotional abuse.

9. Controversy over worship program at ASI protected Martand temple in Kashmir

The Archaeological Survey of India (ASI) has caused controversy over two worship ceremonies held at the ruins of the ancient Martand Sun Temple at Mattan in South Kashmir's Anantnag district.

  • ASI officials questioned the worship saying that no religious prayer is performed at ASI protected sites across India.

  • Rule 7(1) of the Ancient Monuments and Archaeological Sites and Remains Act, 1959 states that meetings, receptions, feasts, entertainments or conferences cannot be held in a protected monument without the written permission of the Central Government.

  • About Martand Sun Temple

  • The Temple is a Hindu temple located near the city of Anantnag in the Kashmir Valley.

  • The temple is said to have been built in the 8th century, but several attempts were made to destroy it between 1389 and 1413.

  • The Hindu ruler Lalitaditya is believed to have built the Martand Sun Temple in honour of the Sun God or Bhaskara in the 8th century AD.

  • Lalitaditya was a Surya (Sun) Dynasty Kshatriya. 

  • The style of construction of the temple and the expertise displayed therein was unprecedented in world history.

10. Arvind Kejriwal announces startup policy for Delhi

The cabinet chaired by Delhi Chief Minister Arvind Kejriwal approved the proposal related to the Delhi Startup Policy-2021 of the Industries Department.

  • Under this policy, the Delhi government aims to encourage, facilitate and support 15,000 startups by 2030.

  • A Startup Policy Monitoring Committee will be constituted to oversee this policy, which will be headed by the Finance Minister of Delhi Government.

  • Through the Startup Policy-2021, the Delhi government will also provide loans and other facilities to the people starting their enterprise without guarantee.

  • Incentives under Start Up Policy

  • Reimbursement of up to 50% on lease rentals. This can be up to a maximum of Rs 5 lakh every year.

  • Reimbursement grants up to one lakh rupees (in India) and three lakh rupees (abroad) for making patents, trademarks, copyrights, industrial designs.

  • Reimbursement of cost of exhibition stall or rent once in a year up to Rs.5 lakh or up to Rs.5 lakh for 100 percent for women, disadvantaged class or persons with disabilities and 50 per cent for others.

  • 30 thousand per month as monthly allowance for operation or employee for one year.
