1. CM Naveen Patnaik launches 24×7 ‘Drink from Tap’ project in 19 cities of Odisha

The Odisha Chief Minister Naveen Patnaik launched a 24×7 piped drinking water project — ‘Drink from Tap’ — in 19 cities of the state on 21 December 2022. About 5.5 lakh people in these cities will be benefited from the project.

Addressing the event, the chief minister said providing safe drinking water to every family has been his dream for a long time and it has always been the priority of his government. 

 He said that households in these cities will get drinking water directly from the tap adhering to the quality parameters of the Bureau of Indian Standards.

The state government scheme is different from the central government scheme of Jal Jeevan Mission which was launched on 15 August 2019. Under the Jal

Within the Jal Jeevan Mission, Har Ghar Nal se Jal scheme, aims to provide potable, quality drinking water to every rural household by 2024.

GoaDadra & Nagar Haveli and Daman & Diu became the first ‘Har Ghar Jal’ certified State and Union Territory in the country respectively,

Burhanpur district of Madhya Pradesh is the first certified ‘Har Ghar Jal’ district in India.

2. Andaman and Nicobar Islands declared India’s first Swachh Sujal Pradesh

The Union Jal Shakti Minister Gajendra Singh Shekhawat  has declared Andaman and Nicobar Islands as India's first Swachh Sujal Pradesh, by handing over the certificate to the Lieutenant Governor Admiral DK Joshi.


IMPORTANT FACTS -

  • All  villages of Andaman and Nicobar Island have been certified as Har Ghar Jal and  also verified as open defecation free - ODF plus.
  • In order to be certified as a Swachh Sujal Pradesh, the State or the Union Territory has to be certified Har Ghar Jal as well shall be open defecation free.

  • Certified Har Ghar Jal means that the Gram sabha of every village in the state or  the Union Territory has to pass a resolution  certifying that all households in the villages have access to safe drinking water through taps.

  • The villages also have to confirm through a resolution of the Gram Sabha, that every household is getting regular supply of water of prescribed quality and not a single household is left out. 

  • They  have to also  confirm that all schools, anganwadi centres and other public institutions are also getting tap water.

Open Defecation Free (ODF) :

  • 'Open Defecation Free' (ODF) is a term used to describe communities that are using toilets instead of open defecation.

  • A village that maintains Open Defecation Free (ODF) status, ensures solid and liquid waste management and is visually clean is called "ODF Plus Village".

  • Toilet facilities should be ensured in all households, primary schools, panchayat houses and Anganwadi centres in these villages.

  • At least 80% of households should manage their solid and liquid waste effectively and have minimum litter and minimum stagnant water.

  • ODF Plus villages have been divided into three categories -Aspiring, Rising and Model.

Note : 

  • Burhanpur district of Madhya Pradesh is the first certified Har Ghar Jal District in India.

  • Goa is the first state to be certified as Har Ghar Jal state.

  • Dadra & Nagar Haveli and Daman & Diu are the first Har Ghar Jal certified Union Territory(UT) in the country.

According to the Ministry of Jal Shakti, Goa has become the first 'Har Ghar Jal' certified state in the country, where now all households have access to clean water through taps.


IMPORTANT FACTS -

  • The people of all the villages in both these states and union territories have declared their village as 'Har Ghar Jal' through a resolution passed by the Gram Sabha and certified that safe drinking water is provided to all the households in the villages through taps.
  • The ministry said potable water is available through tap connections to all 2.63 lakh rural households in Goa and 85,156 households in Dadra and Nagar Haveli and Daman and Diu.

  • All two lakh 63 thousand rural households of Goa and more than 85 thousand families of Dadra and Nagar Haveli and Daman and Diu are now getting clean and safe drinking water through taps.

First 'Har Ghar Jal' certified district in the country :

  • Last month, the ministry had informed that Burhanpur district of Madhya Pradesh has become the first 'Har Ghar Jal' certified district in the country.

  • Till then, Burhanpur was the only district in the country where people from each of the 254 villages had declared their villages as 'Har Ghar Jal' through a resolution passed by the Gram Sabha.

Jal Jeevan Mission :

  • It is a flagship programme of the Government of India which was announced from the ramparts of Red Fort by the Prime Minister on August 15, 2019. 

  • The objective of the mission is to supply potable tap water in adequate quantity, prescribed quality and on a regular and long-term basis to every rural household of the country by 2024.

  • It is implemented by the Government of India in partnership with the States/Union Territories.

  • This mission comes under the Ministry of Jal Shakti.

Funding Pattern :

  • The fund sharing pattern between the Center and the states under the mission is 90:10 for Himalayan and North-Eastern states and 50:50 for other states.

  • In the case of Union Territories, 100% contribution is made by the Centre.
