1. Tamilnadu bans online gambling as the governor issues the ordinance

Tamil Nadu Governor RN Ravi has given his consent to promulgate an ordinance to prohibit online gambling and to regulate online games in the State. This comes after the State government headed by Chief Minister MK Stalin on September 26 approved the ordinance.

The Tamilnadu government set up a committee headed by former Judge of the Madras High Court, Justice K Chandru, to look into the adverse effects of online rummy. This was decided after incidents of online gaming addicts losing money and falling into a debt trap.

The Committee submitted its report to Stalin in two weeks, and it was placed for the consideration of the Cabinet on the same day.

Ordinance issuing power of the Governor 

Under article 213 of the Indian constitution the state governor has the power to issue the ordinance when the state legislative assembly is not in session and is satisfied that circumstance warrants the promulgation of ordinance.

Ordinance is an emergency law making power of the governor, valid for six months.

2. Annual festival Sirimanotsavam organized in Vizianagaram, Andhra Pradesh

The annual Sirimanotsavam will be held on October 11 at Vizianagaram in Andhra Pradesh.

  • This major tribal-folk festival to be held in North Coastal Andhra Pradesh could not take place in the last two years due to COVID-19.

  • This annual festival is also known as Sirimanu Panduga.

  • Four to five lakh people are expected to come from different parts of Andhra Pradesh, Odisha and Chhattisgarh.

About Sirimanotsavam festival

  • It is a major festival of the presiding deity of Vizianagaram town Sri Pydithalli Ammavari Jatara. 

  • Traditionally, Sirimotsavam Jatara is celebrated every year on the first Tuesday after the Dussehra festival.

  • Devotees will witness the spectacle of a priest sitting on top of a 55-foot pillar (Sirimanu) in royal robes around the fort.

  • The priest hanging from the upper end of Sirimanu blesses the devotees and the chariot is driven through the main road to Vizianagaram.

3. Home Minister announces Scheduled Tribe status for Pahari community in J&K

Union Home Minister Amit Shah has announced Scheduled Tribe (ST) status to the Pahari community in Jammu and Kashmir on 5 October.

Important facts

  • In the report submitted to the government by the Justice GD Sharma Commission, it was recommended to give reservation to the Paharis.

  • Reservation will be started after completing the administrative formalities.

  • The President of India may, after consultation with the Governor of the State, designate tribes or tribal communities as Scheduled Tribes.

  • The Indian Parliament may by law include or exclude any caste in the list of Scheduled Tribes.

About Pahari Community

  • Pahari people is a term used for several heterogeneous communities settled in parts of Jammu and Kashmir, Himachal Pradesh and Pakistan-occupied Kashmir (PoK).

  • Pahari is a term used to describe the various northern Indo-Aryan languages spoken by the people, most of them found in the lower Himalayas.

Four tribes to the list of Scheduled Tribes (ST)

  • The Hatti tribe in the Trans-Giri area in Himachal Pradesh.

4. Gujarat becomes first state to launch Gati Shakti Portal

Gujarat Chief Minister Bhupendra Patel launched the Gati Shakti Portal on 6 October and said that Gujarat is the first state in India to have launched Gati Shakti Port at the state level.

Important facts

  • In order to rapidly expand the Internet service, the Gati Shakti Portal started by the Central Government was also started by the Gujarat Government.

  • This portal has been started based on the guidance and guidelines of Prime Minister Narendra Modi.

  • The portal has been developed by Gujarat Infrastructure Development Board in collaboration with Bhaskaracharya National Institute for Space Applications and Geo-informatics.

  • The portal will provide ease of doing business to the investors by bringing more transparency in governance. This will save time, money and logistics cost.

  • It will integrate more than 500 layers of data from 21 state government departments and 52 sub-departments.

  • Portal focuses on the speedy execution of infrastructure projects in the state.

  • The main objective of this portal is to reduce red tapism. 

  • With the help of this, infrastructure projects will be accelerated.

PM Gati-Shakti Scheme 

  • Gati Shakti Yojana or 'National Master Plan for Multi-Modal Connectivity Plan' was launched on 13 October 2021 for coordinated and execution of infrastructure projects to reduce logistics cost.

  • It is a digital platform that will bring together 16 Ministries including Railways and Roadways for integrated planning and coordinated implementation of infrastructure connectivity projects.

  • This will help in overcoming long-standing issues such as inconsistent planning, lack of standardisation, problems related to clearances, and timely construction and utilization of infrastructure capabilities.

  • This platform aims to prevent overlapping of works by addressing the issue of government departments working in tandem.

5. PM Modi inaugurates AIIMS in Bilaspur district, Himachal Pradesh

Prime Minister Narendra Modi inaugurated the All India Institute of Medical Sciences (AIIMS) at Kothipura in Bilaspur district of Himachal Pradesh on 6 October.

  • He also laid the foundation stone of Rs.350 crore medical devices park to be set up under the Nalagarh and Pinjore-Nalagarh four-lane road project to be constructed at a cost of Rs 1,692 crore under Bharat Mala project.

Kullu Dussehra in Himachal Pradesh 

  • Dussehra is world famous in Kullu Valley of Himachal Pradesh.

About 'herSTART' start-up platform

7. India's second Adarsha Veda Vidyalaya inaugurated by Dharmendra Pradhan in Puri

Union Education Minister Dharmendra Pradhan inaugurated India’s second ‘Rashtriya Adarsha Veda Vidyalaya’ (National Model Vedic School) on the premises of Central Sanskrit University in Odisha’s Puri on 4 October.

  • Adarsh Vedic Vidyalaya has been constructed in the Sri Sadashiv campus of the University.

  • Free education will be provided in this residential school.

  • The Puri campus will be the first Vedic school outside the main campus of Maharishi Sandipani Rashtriya Veda Vidya Pratishthan in Ujjain, Madhya Pradesh.

  • Four more such schools will be opened in Badrinath in Uttarakhand, Sringeri in Karnataka, Dwarka in Gujarat and Guwahati in Assam.

  • The academic session of the new school will start from 2022-23.

8. Bhupesh Baghel launches 'Mahatma Gandhi Rural Industrial Park Scheme'

The Chhattisgarh Chief Minister Bhupesh Baghel has launched 'Mahatma Gandhi Rural Industrial Park Scheme' on 2 October 2022 on the occasion of Gandhi Jayanti. The state government is developing village Gauthans as Rural Industrial Parks to provide employment and means of income to the rural poor families.

Government of Chhattisgarh has established Gauthans in 8048 villages where cattles are kept and provided free of cost fodder, waters etc.

'Mahatma Gandhi Rural Industrial Park Scheme' 

Mahatma Gandhi Rural Industrial Park is being set up in the selected rural areas of the state to develop them as livelihood centers. These parks are being developed as rural production and service centers.

In the first phase 300 Rural Industrial Parks are being developed and for this purpose one to three acres of land has been reserved for the park in Gauthans.

Budget allocation 

A provision of Rs 600 crore has been made for this scheme in the budget of the state government. 

An amount of Rs.1 crore each has been provided to all the approved Rural Industrial Parks.

Features of the Industrial Park 

The amount will be used to develop infrastructure like electricity, roads etc. and provide training to the youths.

Units for the manufacture of vermicomposting, poultry, goat rearing, agricultural and horticultural crops and processing of minor forest produce will be set up in the Gauthans developed under the Suraji Gaon Yojana. Along with this, flour-mill, pulse mill, oil mill are also being established.

9. NGT fines Telangana government 3,800 crore rupees for improper waste management

The National Green Tribunal (NGT) in an order delivered on 1 October 2022 has imposed a penalty of ₹3,800 crore on the Telangana government for its failure to treat solid and liquid waste.

A bench headed by NGT Chairperson Justice A K Goel said huge gaps exist in the management of solid and liquid waste in the southern state.

Providing clean air, water, hygiene and environment have to be the top priorities for good governance, the bench said, adding that the state could not avoid its constitutional responsibility of providing a pollution-free environment.

The NGT said compliance would be the chief secretary's responsibility and directed him to file progress reports every six months.

The NGT is monitoring compliance with the Municipal Solid Waste Management Rules, 2016 and other environmental aspects by the states and Union territories.

National Green Tribunal was established in 2010 under the National Green Tribunal Act 2010. It deals with matters related to environmental protection and conservation of forest. Its headquarter is in  New Delhi.

10. World's largest safari park to be developed in Gurugram

A statement released by the state government on 29 September stated that Haryana will create the largest jungle safari park in the world in the Aravalli range.

Important facts

  • The 10,000-acre safari park will cover Gurugram and Nuh districts of Haryana.

  • This project will be the largest such project in the world.

  • Currently, Sharjah is home to the largest curated safari park.

  • Opened in February 2022, Sharjah Safari Park is spread over an area of about 2,000 acres.

  • The proposed Aravalli Park will be five times the size of Sharjah's Safari Park and will include a large herpetarium (a zoological exhibition space for reptiles and amphibians).

  • The Safari Project of Haryana will be a joint project of the Ministry of Environment, Forest and Climate Change and the Government of Haryana.

  • Under the project, the central government will also provide funds to Haryana for the project.

About Safari Park

  • A safari park is an area or parkland in which animals are kept where they can roam freely.

  • Bird Park in Gurugram Safari Park, four areas for big cats, one large area for herbivores, one area for exotic animal birds, visitor sites, tourist areas, botanical gardens, biomes, equatorial, tropical, coastal, desert, etc. will be included.

  • It is a hill chain in northern India that runs 350 miles (560 kilometres) northeast across Rajasthan state.
