1. Curfew in Kota on Kashmir files movie

The District administration in Kota, Rajasthan has imposed section 144 of the Cr Pc(Code of Criminal Procedure ) 1973,  to maintain law and order in view of the screening of the film “The Kashmir Files “ and forthcoming festivals in the area. The Kota district authorities imposed Section 144 of the CrPC from 22 March to 21 April.

  • As  per the orders, four or more people won't be allowed to gather at any place in the district. Further, no meetings, demonstrations, or processions are allowed. However, government events, recruitment processes, police departments, and COVID-19 vaccination centers have been exempted from this.

  • The district administration's move to impose Section 144 of the CrPC had sparked a controversy as the order mentioned that law and order may be affected by anti-social elements during festivals to be held in these periods  and due to the screening of "The Kashmir Files".

  •  However, there has not been any ban on the screening of the film .

The Kashmir File Film 

  •  The film is based on events in 1990 when more than 2 lakh Kasmiri Pandits (Hindus) fled from Jammu and Kashmir. It was the start of the Pakistan sponsored militancy in Jammu and Kashmir which took an  Islamist colour and Kashmiri pandits were threatened to either leave Kashmir or convert to Islam. Kashmiri pandits were selectively killed by the Islamic militants to scare the community.

  • The film has become controversial as the film portrays the killing of Kashmiri pandits as a genocide and the critic accusses the film of increasing Islamophobia.

  •  In New Zealand   a campaign has been launched against the screening of the film  as it is accused of being  anti- muslim.

2. Legislative Assembly’s can impose a tax on other States’ lotteries

The Supreme Court of India held that a State legislature has the right to impose tax on lotteries conducted by other States within its jurisdiction

  • The apex court observed that ‘lotteries’ is a “species of gambling activity” and ‘betting and gambling’ is part of the State List as per Entry 34 of the Seventh Schedule of the Constitution.

  • Court clearly mentioned that lotteries, irrespective of whether it is conducted or organised by the Government of India or the Government of State is ‘betting and gambling.

  • So, the power to tax is on all activities which are in the nature of ‘betting and gambling,’ including lotteries, as per Entry 62 of the Seventh Schedule of the Constitution under State List.

  • The judgment came on appeals filed by the Karnataka and Kerala governments against the decisions of their respective High Courts to quash laws enacted by their legislatures to tax lotteries organized and promoted by other States.

  • Kerala High Court is a common High Court established in 1948 and located at Kochi. It is the highest court both for the state of Kerala and also the Union Territory of Lakshadweep.

3. Pushkar singh Dhami sworn in as the 12th Chief Minister of Uttarakhand

Bharatiya Janata Party (BJP) leader Pushkar singh Dhami was sworn in again as the 12th Chief Minister of Uttarakhand by the Governor of Uttarakhand, (Retd) Lieutenant General Gurmit Singh on 23 March 2022 in Dehradun.

  • Pushkar singh Dhami who was the Chief Minister of Uttarakhand  lost his Khatima legislative assembly seat to Congress candidate Bhuwan Chandra Kapri in the recently held legislative Assembly election 2022.

  • BJP won 47 seats in the 70 member Uttarakhand Legislative Assembly. 

  • The election to constitute the 5th Uttarakhand Legislative Assembly was held on 14 February 2022.

  • BJP became the first party ever in Uttarakhand’s 21-year-old history to return to power in consecutive elections.

  • The first Chief Minister of Uttarakhand was Nityanand Swami.

  • Narayan Dutt Tiwari of Congress Party is the only Chief Minister of Uttrakhand who has completed his five year term(2002-2007)

  • Pushkar Singh Dhami is the youngest Chief Minister of Uttarakhand.

  • He became Chief Minister at the age of 45  in 2021.

4. N Biren Singh sworn as Manipur CM

Nongthombam Biren Singh of Bhartiya Janta Party(BJP) was sworn in for the second term as the Chief Minister of Manipur on 21 March 2022. He was administered the oath of office by the Manipur Governor La Ganeshan .

  • N. Biren Singh was the Chief Minister of Manipur from 2017-22 and  was reelected form his assembly constituency of  Heingang  at the recently held Manipur  legislative assembly election  2022.

  • BJP won 32 seats in the 60 member Manipur Legislative Assembly election held  in two phases on 28 February and 5 March 2022.

  • N.Biren Singh before joining politics was a footballer and a journalist . He played for the Border Security Force (BSF) football team.

5. Bhagavad Gita to be taught in Gujarat School

The Gujarat Education Minister Jitu Vaghani announced in the state legislative assembly that Bhagavad Gita will be a part of the school syllabus for Classes 6 to 12 across the state from the academic year 2022-23.

  • According to the minister this was done to “cultivate a sense of pride and connection with tradition”.

6. Bhagwant Mann sworn as the 18th Chief Minister of Punjab

Aam Aadmi Party (AAP) leader Bhagwant Mann was sworn in as the 18th Chief Minister of Punjab on 16 March 2022. The Governor of Punjba shri Banwari lal Purohit administers the oath of office to Bhagwant Mann at Khatkar Kalan, the native village of freedom fighter Bhagat Singh.

  • Bhagwant Mann was elected from Dhuri Assembly constituency with 58206 votes.

  • The Aam Aadmi party won 92 seats in the 117 Punjab Legislative Assembly. 

  • The election to constitute the 16th  Legislative Assembly of Punjab was held on 20 February 2022.

  • Charanjit Singh Channi  of Congress party who was the 17th Chief Minister of Punjab lost the election.

  • Article 164 of the constitution provides that the Chief Minister of a state is appointed by the Governor of the state and the other ministers are appointed on the advice of the chief Minister.

  • The oath which the Chief Minister and the Minister takes are mentioned in the Third Schedule of the Constitution.

7. India’s first Digital Water Bank ‘AQVERIUM’ launched in Bengaluru

The country’s first Digital Water Bank ‘AQVERIUM’ was launched in Bengaluru on 14 March 2022. It has been launched by new age company AquaKraft Group Ventures.

  • It is a digital blockchain platform which would convert water conserved by companies and other institutions into water coins.

8. Kerala High Court to set up an all women bench on International Women's day

For the first time, Kerala High court has constituted an all-women bench on the International Women's day. This is the first time an all-women judge bench has been set up in the Kerala High Court.

  • It will  hear a review petition filed by the Kerala government  on the case relating to the contribution of the Guruvayur Devaswom Fund to the  state government’s Disaster Relief Fund.

  • Justice Anu Sivaraman,  Justice V Shircy and  Justice M R Anitha are the  members of the women’s only full bench.

Women Judge in India 

  • The first woman judge in India was Anna Chandy, who was born in Travancore, now in  Kerala.  

  • She was appointed as a judge in a munsif court in Travancore, Kerala in 1937.

  • She was appointed as the Kerala High Court Judge in 1959.

  • The first woman judge of the Supreme court in India was  M. Fatima Bibi, also from Kerala. She was appointed to the Supreme Court in 1989. 

The first woman Chief Justice of a High Court in India was Leila Seth. She was appointed as the  chief Justice of the Himachal High Court in 1991.

9. Andhra Government cannot change the state capital; High Court

The High Court of Andhra Pradesh has ruled that the Andhra Pradesh legislative assembly does not have the power to make any law  for shifting, bifurcating or trifurcating the capital. It instructed the government to build the capital of Amravati within six months.

  • The High court gave its verdict on a bunch of petitions filed by the farmers of Amravati who voluntarily gave up their land  for development of Amaravati as the capital of Andhra Pradesh .

  • The decision to develop Amravati as a capital in and around Guntur and Vijayawada area of Andhra Pradesh was taken by the Telugu Desam Party government  led by N. Chandra Babu Naidu after  Hyderabad was  made the capital of  Telangana.

  • The High court held that the capital city and location of the High court can be set up only under the Andhra Pradesh Capital Region Development Authority Act, 2014 (APCRDA), and the land pooled under the Andhra Pradesh Capital City Land Pooling Scheme Rules, 2015. 

  • Under these laws Amravati is to be the capital of Andhra Pradesh with the seat of the State Legislature and  state High Court to be at Amravati.

  • The Jagan Mohan Reddy government which came into power in 2019 decided to make Amaravati, Visakhapatnam and Kurnool as the state’s legislative, executive and judicial capitals, respectively.

  • Andhra Pradesh reorganisation act 2014 passed by the Parliament divided the state of Andhra Pradesh into two states of Andhra Pradesh and Telangana 

  • The new State came into being on 2 June 2014.

  • Hyderabad was to be the common capital of the two states for ten years  and after that Hyderabad will come under Telangana .

10. Water Taxi in Mumbai

The Union Minister of Ports, Shipping and Waterways & AYUSH Shri Sarbananda Sonowal virtually flagged off the Water Taxi for citizens of Mumbai, from Belapur Jetty on 17 February, 2022. Chief Minister of Maharashtra, Mr Udhav  Thackeray was also present at the occasion.

  • The water taxi service will connect the twin cities of Mumbai and Navi Mumbai for the first time.

  • The water taxi services will commence from the Domestic Cruise Terminal (DCT) at Princess Dock, Mazgaon and will also connect nearby locations at Nerul, Belapur, Elephanta island and JNPT.

  • This is the first such service in the country.
